In Official Gazette No. 42,239 dated August 12, 2024, Presidential Decree No. 4,975 was published, by which is created the National Cybersecurity Council, on a permanent basis, as an advisory and consultation body, dependent on the President of the Bolivarian Republic of Venezuela, in matters of prevention of the use of information and communication technologies for criminal purposes.
The aforementioned legal instrument consists of six articles, which detail, among other aspects, that the new entity will be made up of the Executive Vice Presidency of the Republic, the Ministry of Defense, the Ministry of Science and Technology; Economy, Finance and Foreign Trade; Internal Relations, Justice and Peace; Foreign Relations, Ministry of National Commerce and Ministry of Planning.
Likewise, any other person instructed by the President of the Republic or the coordinator of the committee may join the council.
The aforementioned body will have among its main functions to advise the President of the Republic and the National Defense Council in the development of the national cybersecurity policy that contains the plans and programs for computer security, technological validity, supervision and control of telematic incidents.
It may also submit proposals for regulations, laws and/or rules on preventing the use of information and communication technologies for criminal purposes.
It may also make proposals and recommendations on cybersecurity policy in line with the interests and objectives of the nation and will promote cybersecurity training programs with educational institutions and research centers.
