In Nuevo León, Morena's first alliance with PRI and PAN is underway to limit Governor Samuel García

Among what was approved in the Commission is the creation of a fund to provide a universal pension to people with disabilities, and a fund to guarantee the payment of resources to the municipalities to which resources for 2024 and 2025 are owed.

The Commission declared itself in a permanent session, prior to the plenary session of the Permanent Deputation on Wednesday the 11th, and it is still to be seen whether an increase in metro and urban truck fares will be suspended, or whether it will be agreed to give them gradualness, although Morena’s approach was to reduce the metro ticket to 4.50 pesos and the truck fare to 12 pesos.

Why did Morena and PRIAN join forces?

Eduardo Gaona, federal deputy for Nuevo León and former coordinator of the MC bench in the state from 2021 to 2024, assures that this unprecedented alliance that would be formed in the entity shows that the background is not the benefit of the population, but political interests.

“The PRI is going down, it is left alone, and it is MC that has more and more votes, that makes them desperate and use these tricks that, it must be said, they used among themselves when they were fighting. The PRI, when it had a majority, was threatened by the PAN not to approve a budget and vice versa.

“Now that MC is doing a great job, what they do is want to hijack people’s budgets,” he says.

Regarding advertising spending, which according to the local opposition is excessive, the legislator pointed out that there is a “false narrative that the governor spends a lot on his own image.”

He explained: “The electoral regulatory framework is very clear in the sense of which are the days that any governor, any mayor, any executive, can advertise, that is 13 days a year. The governor has used them in accordance with the law.”

There is, he assured, no excess in its advertising or image. The legislator saw as a background the electoral dispute of 2027, although not that of 2030, in which Samuel García could seek the presidential nomination again.

“I think that right now the view they have is on 2027, that the governor, let’s say, does not show all the work, the great work that has been done. I think that’s what they’re betting on. 2030, I say, at least in the town I still feel like it seems distant,” he explained.

What will happen to the NL Budget in 2026?

On December 17, the legislative majority, which in the entity is made up of the bench of 10 deputies from the PRI and 10 from the PAN, added to one from the PRD and one independent, approved a budget of 160 billion pesos, that is, with a cut of 18,538 million pesos in relation to what was requested by the local leader.

The adjustment was due to the fact that a debt ceiling of 14,644 million pesos was not authorized, nor was an increase in the Payroll Tax (ISAN) for which it was planned to collect 21,000 million pesos.

According to the PRI and the PAN, the allocation of spending was improved to not allow more debt and on the contrary make possible an increase in social programs and education.

In response, the governor vetoed the budget, since it was not published in the State’s Official Newspaper – the workers’ rest period was brought forward so they did not work – and therefore, it did not come into force.

The head of the local Executive assured that the budget had “irregularities of a constitutional, financial and technical nature.”

The budget adjustment, the government explained when justifying the veto, compromised key works and social programs. For example, to complete water and drainage infrastructure works, in addition to the expansion of Metro Lines 4 and 6, and the maintenance of Lines 1 and 2, in addition to the fact that it could generate lawsuits from construction companies for non-compliance with the payments established in the contracts.

However, Eduardo Gaona, former head of the governor’s Executive Office, recalled that the works are not at risk even if the state’s debt is rejected.

“Surely the governor, as he has done in other years, will be able to see how to finish it in a timely manner, before his six-year term ends.”

Regarding debt, he recalled that the state’s traffic light is green, meaning that there is no risk and finances are healthy, so it does have debt capacity.

“What the governor has done in a responsible manner is to request the debt to which one is entitled for good work and that is reflected in the work that has been done in the state: there are new metro lines that are already very advanced.”

It is also reflected in the attraction of investments, the infrastructure in place for the 2026 Soccer World Cup, and investment in security.

Why was the Morena-PRIAN alliance necessary?

Other years in which the budget had not been approved by Congress, especially 2024, the year in which the 2023 budget was exercised, the budget restructuring formula had been applied, that is, the last approved budget comes into force, thereby guaranteeing the resource for the daily operation of the entity.

In 2023 and 2025, agreements were finally reached, but in 2024 the 2023 agreement was exercised.

Now the situation is different, because together, Morena, PRI, PAN, plus a PRD representative and an independent, add up to 31 votes and thus achieve a qualified majority to nullify the budget veto.

The situation leaves MC in a minority for now, with nine legislators.

“It is not consistent for Morena to ally itself with the PRIAN,” declared deputy Gaona, wishing that the cherry party “resumes its own ideology and its own project in the state.”
