It happened shortly before Castillo took office: “I went to the house located in Sarratea, in Breña, where Nenil Medina Guerrero was, who was the one who authorized my entry, finding him in a room on the second floor. On July 27, 2021, one day before Castillo was sworn in as head of state, Mayor Nenil Medina already had the technical file ready, only the financing was missing.

On September 12, President Castillo visited Anguía, announced the construction of the road and committed the then Minister of Transportation, Juan Silva, who was present, to transfer the funds. On October 5, Mayor Medina gave the direct award of the work and the Grupo Constructor Parasol signed a contract on October 14. What was not known at the time is who was the owner of the lucky company.
