The Institutional Control Body (OCI) of the Regional Government of Huancavelica (GRH) sent the Concurrent Control Report No. 003-2022-OCI/5338-SCC, with which it warns the regional entity about six adverse situations detected in the execution of the road work carried out in the district of Huaribamba.
The adverse situations were found by the Comptroller’s staff during the evaluation period (from August 12, 2021 to April 29, 2022) to the Execution of the Reconstruction Intervention through Investments (IRI): Recovery of the local road – Emp . Pe 3SD (Lachoccasa) – Catac – Huaribamba.

The first of the observations is that the process of receiving the work and settlement of the contract for the execution of the work do not comply with the necessary formalities and the minimum documentation, respectively, which can generate discrepancies regarding the fulfillment of the execution, the raising of observations and that the real value of the work cannot be determined compared to what was paid.
Likewise, the cracking and sliding of the lower slope of the road, in the progressive km 9+744 to km 9+791, from km 10+580 to km 10+590, and from km 12+050, can affect the rolling platform and possible collapse of it.
Similarly, road embankment slides in the progressive kilometers: 4+900, 5+000, 9+550, 6+760, 9+990, 6+225, 6+703, 9+775 and 12+260 , could affect the rolling platform, culverts and surface drains (ditches).
Another of the observations is that the culverts executed in the section of the road present undermining in the outlet grouting and this can cause the works of art to present damage to their structure; and that the item “02.03.03 revegetation of the DME area”, which was not fully executed, according to the technical file and the work liquidation file, was valued at 100%, so there is a possible economic damage for the payment of partially executed items.
The last observation is that the disposal of excess material, which is supposed to be transferred to deposits, was thrown into land adjacent to the sewer, which can generate environmental damage to the adjacent natural areas.
