In forum, Brazil and Russia defend expansion of commercial partnerships

Brazil and Russia defend the use of nuclear energy for peaceful purposes. The position was published in signed document by Vice President Geraldo Alckmin and Russian Prime Minister Mikhail Mishustin. Both led, this Thursday (5), the Brazil-Russia Business Forum, at Itamaraty, in Brasília.

The document also highlighted that there is interest in promoting joint projects for “generation of nuclear energy, the nuclear fuel cycle, as well as in updating the bilateral legal basis for cooperation”.

This Thursday, the New Start treaty, which limited nuclear weapons between the USA and Russia, expired.

At the event in Brasília, the countries highlighted their interest in developing cooperation in the pharmaceutical and medical-hospital industries, as well as in shipbuilding, digital industrial technologies and cyber security.

Multilateralism

The document also highlights multilateralism and criticizes the use of “unilateral coercive measures, particularly against developing countries”.

There is no direct mention of the United States or any other country. However, the note from Brazil and Russia points out that coercive measures are “illicit, illegitimate and incompatible with international law and the Charter of the United Nations”.

Still in the words of the authorities at the event, international aggression violates the human rights of the affected populations, harms sustainable development and represents a serious affront to the independence and sovereignty of States.

In note released by Palácio do Planaltoit was reported that President Lula highlighted to the Russian Prime Minister the urgency in adopting actions to strengthen multilateralism.

Still in the document, it was highlighted that the Brazilian president insisted on the importance of maintaining a mechanism for monitoring initiatives to produce faster results and concrete benefits for both Brazil and Russia. For Lula, the figures still do not reflect the size of the two economies.

Beyond agriculture

In the afternoon, Vice President Geraldo Alckmin and Russian Prime Minister Mikhail Mishustin highlighted the strength of the commercial partnership between the two countries, particularly in the agricultural sector.

They indicated possibilities for expanding imports and exports, as well as research cooperation. Alckmin even highlighted that countries occupy central positions in global food security.

“Brazil is among the largest food producers and exporters in the world. Russia, in turn, is a leading actor in the supply of strategic inputs for agriculture”, said the Brazilian vice-president.

More imports

The trade flow between countries in 2025 was around US$11 billion, with more imports than exports to Brazil. Alckmin, who is also Minister of Development, Industry, Trade and Services, pointed out that cooperation between countries contributes to making the international food system more resilient.

The vice-president, however, indicated that the commercial relationship is still marked by low diversification and concentration on primary products. Therefore, contact between businesspeople and authorities could help expand exports of industrialized goods, in addition to encouraging partnerships in areas such as technology, energy and health.

“For all this to happen, the Brazilian government is committed to offering predictability, legal security and a favorable environment for business”, he guaranteed.

Long term

The Russian Prime Minister also highlighted the need to strengthen direct contacts in a context in which Russia is part of Brazil’s five main economic import partners. “The Brazilian market accounts for more than half of Russia’s products for Latin America”, stated Mikhail Mishustin.

He agreed with Alckmin on the intention to diversify trade to increase products with higher added value and launch long-term projects.

“We have every opportunity to achieve practical results in the areas of chemistry, energy, oil and gas, atomic energy, medicine production, space exploration and other areas that represent mutual interest,” said the prime minister.

Transfer of technology

Mishustin also considered that the countries have “good prospects” for cooperation in the pharmaceutical area.

“Favorable conditions are already being created for innovative products from Russia for the Brazilian market. They are prepared for oncological diseases and diabetes”, he explained.

The Prime Minister added that the country can transfer technologies in this sector and, at the same time, counts on the cooperation of the Brazilian regulatory sector in the analysis of Russian medicines.

Another field highlighted by Mishustin is related to the exchange of technological experiences. According to him, Russia has invested in modern cybersecurity and artificial intelligence tools. “I think it’s very important that we talk about digital sovereignty for Brazil too.”
