The International Mission Independent of Determination of the AUs of the UN said that the judicial authorities of Nicolás Maduro facilitated and covered up serious human rights violations and crimes against humanity, as part of a state policy to besiege the opposition


The International Mission Independent of Determination of the facts on Venezuela of the UN presented its last update this Friday, September 19 on the human rights situation in the country, held between September 2024 and August 2025. The document records the exacerbated repression after the realization of the presidential elections last year and qualifies it as the continuation of a plan to “suppress the opposition” or who are perceived as such.

This report describes serious human human rights, as arbitrary arrests of adults and adolescents, torture and cruel, inhuman or degrading treatment, forced disappearances and deaths of protesters. The update also records restrictions on civic space, criminalization of digital expression; highlighting patterns of sexual and gender violence against political prisoners and their relatives.

Sexual and gender violence

  • 22 cases of sexual and gender violence documented in six states, against women, girls, adolescents and men deprived of liberty in the post -election context.
  • It includes practices such as coercive transactional sex, possible acts of sexual slavery/forced prostitution, electrical discharges in genitals and forced nakedness.

Children and adolescents

  • 220 cases of arrests were documented, between July 28, 2024 and January 12, 2025, in total 187 boys, 22 girls and another 11 whose gender could not be determined. The age range is from 12 to 17 years.
  • Two teenagers (Isaiah Fuenmayor, 15, and Ángel Mora, 17) were killed in the context of the post -electoral protests of 2024.
  • Four teenagers are still detained.

Attacks against journalists and press workers

  • The mission documented at least 18 new cases of arrests of journalists who were exercising their functions as communicators between August 2024 and August 2025. They were arbitrary arrests because there were no arrest warrants or occurred in flagrance.
  • According to the Public Space Organization, in 2024 99 arrests of press workers were reported, which represents a significant increase of 254% compared to the 28 cases documented in 2023.
  • At the close of the report, the mission has registered a total of 11 journalists who remain detained (10 men and a woman) in the context of the exercise of their journalistic work. Three other journalists remain imprisoned due to their political activism and opinions.
  • Journalists have been based on positions such as terrorism, instigation to hate and dissemination of false news.

Repression and censorship patterns

  • 199 cases of intimidation, 127 of censorship and 80 of judicial harassment against social communicators and the press were counted.
  • The mission also registered testimonies of physical aggressions to journalists while covering post -election protests in different regions of the country. One of these cases was that of Jesús Romero, reporter of the medium city code.

Forced disappearances

  • The mission has documented 30 cases of possible forced disappearance.
  • 12 cases qualify as forced disappearance under strict interpretation (six men, two women and four children and adolescents).

Deaths during protests

  • The determination mission recorded 25 deaths in the post -election context and found no element that
    Connect with the highest opposition figures, with your political organizations or with the so -called ‘Commanditos’ ».
  • They documented five deaths in custody and three cases of death directly related to state negligence and the lack of necessary and timely medical care.

The UN report report directly indicates that the authorities have contributed essentially to the concretion of this State policy with deliberate acts that facilitated human rights violations and guaranteed their cover -up, breaching constitutional and international obligations.
