Despite the planned increase, the health budget will remain far from international recommendations, since it will be equivalent to 2.5% of the gross domestic product (GDP), below the suggested 6%.
The resources of the sector will concentrate on the IMSS and IMSS Welfare, which together accumulate 78% of the total expenditure of the branch proposed by the Ministry of Finance.
For the IMSS, which provides social security to formal workers, there is a real increase of 11.7%, passing an expense approved in 2025 of 499,017.9 million pesos to 557,231.7 million in 2026.
If the budget is approved as the Budget, it would be the Budget Program of the Health Sector with the second highest increase. The House by House Health program will have the most considerable increase, of 93.2%. However, their resources are not large. They would grow from 2,070.8 million to 4,000 million.
The IMSS welfare agency, in charge of the population’s medical care without social security, will have a real marginal increase, of just 0.8% compared to 2025. that is, additional 1,286.3 million. But it is the second budget program of the sector with more resources. In 2026 he would receive an amount of 172,492.4 million pesos.
The Ministry of Health, on the other hand, would be reduced its real spending by 3.2%. For the governing agency of the sector policy, 2,228.6 million pesos are considered less than in 2025.
Real decreases in ISSSTE spending are also proposed, the Health Services of Petróleos Mexicanos (Pemex), the Ministry of National Defense (Sedena) and the Secretariat of the Navy, between 2.9% and 5.2%.
Less resources per patient without social security
An analysis of the Economic and Budgetary Research Center (CIEP) identified that the expense proposal by 2026, the first of the Government of Claudia Sheinbaum, deepens the gaps between the insured population and that without affiliation.
