Improving salaries for temporary staff is recommended in the elections

In its final report on activities, the Technical Advisory Committee of the Preliminary Electoral Results Program (Cotaprep) recommended that the National Electoral Institute (INE) grant a competitive salary to trainers and temporary operational staff for future elections, in order to reduce the levels of desertion of this type of workers.

After the most recent electoral process saw the resignation of more than 15 thousand employees due to the low perceptions they had at the INE, Cotaprep suggested granting better remuneration, which would take into account the supply in the labor market, inflation rates, as well as other influencing factors.

For this reason, the document, which will be presented to the Institute’s General Council the day after tomorrow, proposed the preparation of a budget that would include the necessary forecasts and studies for the payment of these workers. The need to do so with sufficient notice for its implementation was also stressed.

The advisory body also noted that the budget should include the operation of information and communication technology instruments, such as the automated capture tool, the use of computer systems or the implementation of additional solutions that may be developed in the future.

In its report, the committee did not directly address the problems encountered by the Jalisco Preliminary Electoral Results Program (PREP), which began more than three hours late, but noted the need to explore technologies or areas of opportunity in conjunction with other institutions or organizations to optimize and enrich the operation of this program in the upcoming electoral processes.

He recommended that in order to carry out local PREPs, third parties that will develop the system should be evaluated, as well as limiting the number of entities that can serve.

With regard to the auditing entities that are designated, he suggested establishing a limit on the number of PREPs that can audit and also checking that the same third party and auditing entity are not contracted in more than one federal entity and, if such a situation arises, notifying them.

For the following local electoral processes, he proposed verifying that the teams developed for the audits have the same capabilities and knowledge to carry out the review.
