Improvements on the PY02 route cost millions but lack an elementary braking ramp

A large truck that was transporting 7,000 bricks from Tobatí to Asunción lost its brakes in the city of Ypacaraí and collided with a truck that was driving in the same lane last Friday.

The result of the accident was that the driver of the truck ended up losing his life, while the two occupants of the truck were injured, but they were discharged that same day.

On Monday, a Copaco truck also lost its brakes in the town of Pedrozo, in the same area of ​​the first accident. Fortunately, the two occupants of the vehicle did not lose their lives, although they did suffer injuries.

Eng. Hermann Pankow, public works advisor, reported that this place, where there is a hill, needs an escape ramp for vehicles that lose their brakes, since it presents a steep descent. However, due to irregularities, the works of the PY02 route, despite its high costs, do not have something basic such as a ramp.

“When there is a descent like that, on a hill, there must be an escape ramp in case a truck loses its brakes to get out, at least one ramp. Route PY02 has US$1.7 billion of overbilling, this work cannot exceed US$300 million and is at US$2 billion, US$800 million with taxes and US$1.2 billion with tolls in 30 years. So if one begins to analyze who is there and why this is being done, one realizes that these works already began during the Government of Cartes and Luis Pettengill, the contractor for route 02, bought the shares of Motta Engil, which was the 20 % and 60% have Sacyr. Today Pettengill has 40% of the shares of that work. And now he is a candidate for senator, but the National Constitution, in its article 297, prohibits a contractor from being a candidate, ”he explained.

He maintained that we are talking about a run over since it is normal, in works such as the improvements made on the PY02 route, that a braking ramp is also made.

“The Ypacaraí bypasses were cut. Viaducts were cut because the roundabout is cheaper. The contractor does what he wants, including running for senator. The ramps are a basic requirement, they cannot be considered a luxury, a work where the contractor does what he wants, so it is no longer planned ”, he concluded.
