ILO mission received trade unionists who denounced exclusion from the dialogue

A group of trade unionists demands transparency in the dialogue process, as well as inclusion, since they feel left out of the talks despite being the victims of the government’s labor policies


A new day of protests by the workers of the public administration was felt towards the east of Caracas during the morning of this Wednesday, September 28, with the aim of denouncing before the International Labor Organization (ILO) the breach of the commitments that the government of Nicolás Maduro promised to achieve.

Trade unionists, workers and representatives of organizations in defense of labor rights joined in a mobilization that moved from the Plaza de La Castellana to the outskirts of the Renaissance Hotel, where the members of the ILO technical commission stayed on their last visit to Venezuela.

After demonstrating outside the hotel, they were received by the representative of the ILO mission, Corinne Vargha. A commission made up of five representatives of these organizations entered to deliver four documents.

The first document demanded a “true dialogue” mediated by the ILO, free of conditions and exclusion of sectors of the labor and trade union struggle.

A second document advocated freedom of association, denouncing the unjustified dismissal of workers and demanding their reinstatement, emphasizing the case of union leader Jesús Nazareth García, fired from Supra Caracas after leading various protests demanding the repeal of the Office’s instructions. National Budget (Onapre).

The third folio contained a litigation report with specific details on visits to State institutions, as well as responses and threats directed against union leaders and lawyers.

Finally, the last paper delivered described the labor situation in Venezuela, pointing out the agreements disrespected by the Government despite the political discourse that it wields in favor of the country’s labor force.

The group reminded him that the Chavista government deliberately fails to comply with the agreements 26, 87 Y 144 signed by the State, referring to the minimum wage, freedom of association and tripartite consultation, respectively.

Vargha told them that the information he had indicated that all labor sectors had been invited to the social dialogue forum and he listened to the leaders who denounce the exclusion.

In this way, the objective of bringing the complaints before the members of the ILO technical commission was fulfilled in a visit made by the team —which would remain in the country from September 26 to 29— to evaluate the commitments signed. by the Government of Venezuela at the end of April.

Slogan of the trade unionists

“ILO, they cheated you again”, was the slogan used by the protesters who warned of an attempt by the Government to wash its face before the ILO with partial “achievements” such as the payment of vacation bonuses to university professors and teachers.

In this sense, they maintain that it is not possible to speak of a social dialogue as long as there is no inclusion, since these groups feel separated from the discussion that began last April between representatives of business associations (employers), trade union centers (workers) and Government officials (State).

The trade union leader Carlos Salazar, representative of the National Trade Union Coalition, demanded transparency from the ILO in the talks so that the population can ensure that this process is not a facelift for the Government.

“That they guarantee transparency to the actors, to the victims. They do not allow real victims to enter the dialogue. That the victimizer does not get away with it. The perpetrator cannot choose which victims he is going to talk to, because he can buy them. They don’t buy us because we are the real victims », he denounced.
