IDB highlights preparation of PPP projects in Peru

The Economist Intelligence Unit report, prepared on behalf of the Inter-American Development Bank (IDB) revealed that Peru leads the Project Preparation category in Public – Private Partnerships (APP) and Sustainability with a score of 72 out of 100, ahead of any other country in Latin America.

This result is due to long-term national planning, meticulous PPP project prioritization methodologies, and implementation of economic and feasibility studies based on standardized tools and methodologies.

Furthermore, Peru incorporates numerous social equity criteria into PPP prioritization processes, outperforming all other countries in this area. Likewise, in the Performance and Impact Evaluation category (ex post), Peru registered an increase of approximately 4 points in the Infrascope 2023/24 compared to the previous edition, positioning itself in eighth place with a score of 37 out of 100, which represents an improvement of three places in the ranking.

Improvements were observed in the subcategories of Ex post Evaluation of PPP projects and Evaluation of the Maturity and Quality of the projects. This progress has been driven, in part, by the implementation and progressive development of ex post impact evaluations, carried out by Proinversión’s Strategic Intelligence Data Analysis Unit. Likewise, it is reflected in the constant publication of documents that evaluate PPP projects in operation.

At the global level of the report, Peru reaches a score of 65.2 out of 100, which places us in fifth place out of 26 countries in the region. According to the report, Peru presents a solid ecosystem for the development of Public-Private Partnerships, with a well-established regulatory framework, extensive institutional support and one of the strongest project preparation environments in the region.

In recent years, Peru has launched PPPs in various sectors, many of them in transportation and energy. In 2023, Proinversión published a report that analyzed the last 20 years of PPP activity, which shows progress in the subsequent evaluation and measurement of the quality and sustainability of the infrastructure.

Only between 2023 and September 2024, 26 projects have been awarded under PPP, with an investment of US$8,408 million. The promotion agency expects to close the year with investments of more than U$11,000 million.
