The Inter-American Commission on Human Rights (IACHR) issued in December a precautionary measure of protection in favor of a Venezuelan cancer patient, currently detained in Carabobo state, after identifying that he is in a serious and urgent situation at risk of irreparable damage to his rights.
José Ernesto Lasorsa is a cancer patient in serious condition. He was arrested on September 8, 2020 by officials of the Scientific, Criminal and Criminal Investigation Corps (Cicpc) of Plaza de Toros (Carabobo state) for the alleged crimes of document falsification, usurpation of functions, criminal association and resistance to The authority.
Currently, he is being held at the facilities of the Fénix Lara Penitentiary, in the city of Barquisimeto. In the request sent to the IACHR, made by the NGO Defends Venezuelait was explained that his detention was “arbitrary” and that he was also subjected to acts of violence and humiliation at the time of it.
Lasorsa needs chemotherapy treatment “urgently” to prevent the deterioration of his state of health. The State has not forwarded information indicating that the situation is being dealt with effectively.
The NGO said, in a press release, that Lasorsa is in a state of malnutrition and without medical attention. He also recalled that since 2021, he is a cancer patient has started several hunger strikes to demand timely and quality medical treatment, but their requests have not been met by the Venezuelan authorities.
After analyzing the request, the IACHR observed that, despite the existence of an internal decision in his favor and the requests presented, the prison authorities had not adopted measures to address the situation. The lack of medical treatment could cause the advance of his tumor, with imminent danger of death, for which they request the Venezuelan State to:
- Adopt the necessary measures to protect the rights to life, personal integrity and health of Mr. José Ernesto Lasorsa. In particular, adopt immediate measures that allow access to adequate medical treatment, including the necessary medications in accordance with what is prescribed by the corresponding health professionals, as well as diagnoses and examinations that make it possible to regularly assess their state of health. health, according to applicable international standards;
- Arrange the measures to be adopted with the beneficiary and his representatives
- Report on the actions taken in order to investigate the alleged facts that gave rise to the adoption of this resolution and thus avoid their repetition.
