Hugo Marino Salas is the owner of the company Sistemas Electrónicos Acuáticos, specialized in maritime tracking of missing planes and ships. He came to the country with the intention of participating in the investigations related to the accident of the plane in which the son of Miguel Pérez Abad, former Minister of Foreign Trade and Foreign Investment, died, as well as the businessman Luis Picardi Flores, who crashed in front of the Naiguatá shores in August 2017
The Inter-American Commission on Human Rights (IACHR) requested the Inter-American Court of Human Rights (IACHR) to grant provisional measures in favor of Hugo Marino Salaswho has been missing since April 20, 2019 when he arrived at the Maiquetía international airport on a flight from the United States.
The IACHR recalled that in October 2019 it granted precautionary measures in favor of Marino Salas through Resolution 54/2019. Despite the Commission’s repeated actions to obtain information from the Venezuelan State, no response has been received regarding the measures adopted to protect his life and integrity.
Based on the information available and despite the internal actions initiated by the representation and family, the Commission informed the Inter-American Court that it does not know where Hugo Marino Salas is currently located, after his arrest by officials of the General Directorate of Military Counterintelligence (Dgcim ).
On March 15, 2020, his next of kin reported that they had had communication with the lawyer in the case, who informed them that he would be able to have contact with Marino Salas. That contact never materialized.
