The collegiate public accountant César Murillo Salas considers that it is time to renew the political class with new professionals and that he has the experience to solve Tacna’s problems as regional governor. He was an excellent student, studied at the Jorge Basadre University, has three master’s degrees, was president of the Conrede, is a former dean of the College of Accountants, has 25 years of professional practice and experience in the public sector.
Who is César Murillo and why does he seek to be the regional governor of Tacna?
He is a Tacneño born on August 28, I am running for the Regional Government because I think new leaders and faces are needed, to make a change in management and the traditional way of doing politics, it is sad to see that there were authorities that have not cared about the problems of the region, we are here to make a new proposal and we have clean hands, we have prepared ourselves for several years for a management with honesty, experience and professional solvency. A modern and safe city is sought.
What does it propose for the region?
We have eight pillars in our government plan: “Quality education for all”, “Your health first”, “Safe neighborhood”, “Grow to create”, “Tourism undertakes”, “Tacna invests”, “Zero corruption” and finally “Tacna undertakes”.
How will quality education?
They want an education without discrimination and equality, they will invest in improving the infrastructure of schools in the Andean zone and equipping them with technology, education must be the same in the four provinces. The payment of the social debt to teachers will be recognized and incentives will be granted for them to be trained.
What do you propose in your health profile?
Build a hospital in the Gregorio Albarracín district, strengthen health establishments with professionals. Health personnel will be recognized under the ordinary system, a budget will be given to combat anemia and tuberculosis, medical equipment will be acquired and services in medical posts will be expanded.
What will you do with the work of the regional hospital?
An evaluation, to see the state of the work, the budgets and the infrastructure, seeks to overcome the observations and then finish the construction.
What does your “Safe Neighborhood” proposal consist of?
An integrated system with provincial and district municipalities to provide smart cameras for face identification, we are going to create a regional monitoring center and invest in the purchase of vehicles for patrolling.
Who is the “Grow to Create” pillar for?
For the farmers, give them technical and technological assistance so that in the short term an associative culture is generated and they export their products, we are going to associate them and obtain corporate brands. They will be provided with a revolving fund to purchase machinery, equipment and technology.
How will you solve the water problem?
Water wells are going to be built, we are going to recover the Yarascay and Jarumas II dam project for an efficient use of water resources. The Vilachuallani component does not work, as it is not a real solution to the problem and generates a conflict between two regions.
Will the Tacna Special Project continue to function?
A reengineering will be done, for more than 30 years it did not generate a solution to the water problem, despite receiving more than 300 million soles from Zofratacna, we do not want it to be an entity that carries out several projects without executing.
What are the proposals to reactivate the economy?
In the “Tacna Invests” pillar, it is planned to finish the Tacna to Collpa highway to promote tourism and strengthen trade relations between Tacna and Bolivia. Execute the construction of the Miguel Grau port, the double track to Boca del Río and a proposal for a double track from Tacna to Arica. In Zofratacna we will reengineer to update the tariff items, request the government to reduce the special tariff from 6% to 4%. A law is proposed to reduce the income tax on investments that are installed in Tacna. Use 10% of the mining canon for Procompete to support enterprises, create a technological CITE and provide technological tools to AJU Zotac to implement electronic commerce.
How will you deal with corruption?
An operational and financial audit will be implemented for the outgoing management, we will create the anti-corruption center where citizen complaints are received and a special commission for the bidding processes with supervisory and sanctioning powers.
