“Justice is based on facts and not on sayings,” that was the phrase that the former president Martin Vizcarra chose to reject the accusations of the former Minister of Agriculture, José Hernández, who in his role as an effective collaborator declared that the former dignitary received a bribe of S/1.3 million when he served as regional governor of Moquegua.
Vizcarra’s refusal, however, only remains in words, since Hernández presented WhatsApp conversations he had with the former president. In these, the former president reminded him about the alleged bribery.

José Hernández: Hello, friend. We’ll talk when you’re in Lima.
Martín Vizcarra: On Tuesday I travel to Lima. Tell Rafael that February is over and January is a month ago.
José Hernández: Ok.
Martín Vizcarra: Hello José, any news?
Martín Vizcarra: A favor, do you have Rafael Granados’s number?
Then, Hernández sent a message via WhatsApp to Granados in which he asked if there was “any news about the request from the friend from the south,” referring to Vizcarra’s demand.
The former minister indicated that they agreed to go to the ICCGSA offices to collect the first payment, but the former president did not go. Hernández took the money alone and ordered his driver to take the package to Vizcarra’s home.
In the next delivery, both were also supposed to attend, but the then governor excused himself because he had work meetings. Hernández again collected only the amount. There is a WhatsApp conversation in which Vizcarra confirms receipt.

Martín Vizcarra rejected José Hernández’s accusation
Regarding Hernández’s accusations, Vizcarra Cornejo He assured that such statements have no basis in reality, but only come from a person who became an effective collaborator to avoid a conviction. “There cannot be the fact that a consortium that works directly with two companies, the partner knows absolutely nothing. We have always said, justice must be based on fact, not on statements. Here there is no fact that corroborates it,” he told Channel N.
“He says that he saw some envelopes, but that he never found that there was money inside. That is, not even the effective collaborator found that there was money. Additionally, Mr. Scarfo, who was the administrative manager of the consortium, has also been interviewed, that is, of the Astaldi company and he knows absolutely nothing about it,” he added.
