“Another illicit act (of) that I participated in was not declaring S / 10,000 in the second round campaign for the 2021 presidential elections in favor of President Pedro Castillo Terrones, which came as part of an amount of money that he had given me. José Nenil Medina Guerrero in January 2021, gave me exactly 100,000 nuevos soles from a bribe he had received, being that José Nenil Medina Guerrero asked me to support Pedro Castillo because when he entered the presidency he was going to support projects in various ministries, which was going to benefit us”, confessed the businessman and friend of the also investigated Yenifer Paredes.
Medina Guerrero, according to Espino Lucana, obtained 800,000 soles from the 5 Localities Consortium for the award of a work of almost S/ 6 million. The businessman asked the mayor of Anguía for 150,000 soles for the completion of the technical file, however, the mayor replied that “it is too much” and that he could give him 100,000 soles. “On the condition that you continue to support him,” he added.

“I want to specify that I allocated approximately S/ 10,000 to finance the expenses of the presidential campaign of José Pedro Castillo Terrones, buying flyers, posters, paying the vans that did propaganda to a person who drove the truck and I paid him S/ 800.00 weekly for approximately three weeks”, declared Espino Lucana, who accepted effective collaboration.
“That request for support (for the presidential campaign) was made to me jointly with Carlos Cabrera Sánchez (deputy mayor of Anguía), telling me that later the results would be seen in the projects because he was a friend of the president and I knew that, for That gave the support”, he added.
Mayor of Anguía would have financed Pedro Castillo’s campaign with illicit money
Hugo Espino He would not be the only person who would have financed Pedro Castillo’s runoff campaign with illicit money. According to one effective collaborator, the mayor of Anguía, medinaalso made contributions with money as a result of bribes to companies in Cajamarca.
“(Nenil Medina) financially supported the campaign of Pedro Castillo, with money that he had obtained as a result of a tender that he had won in the Municipality of Anguía, he was mayor of said municipality; For those reasons I know her. He was a person who was actively supporting the campaign in Lima, since he rented an apartment in Lima for his stay, ”says the collaborator.
“Through its Municipality, (it) used to get bids in order to place the companies that were going to win the bids. He has charged all of them and all the companies gave him a revenue of approximately 10% or more of the cost of the tender, as a bribe. In some cases the amount was higher, when the works were not executed and the Municipality had already paid the companies”, he added.
Another effective collaborator also maintains that Nenil Medina financed the campaign of Castillo Terrones and that he even “supported his nephews Fray, Gian Marco, José Luis Vásquez Castillo, when they lived in Sarratea.”
“I bought them clothes, food, everything, because they were in Pedro Castillo’s campaign. He gave the campaign strategies, but It was sinister because he stopped in Lima, despite Anguía being mayor, only he was careful not to appear in the photos. He stopped in Sarratea coordinating the ‘cabin’. He was a high-ranking leader in the campaign, very trustworthy. He was the person who did not ask permission for the candidate’s meetings, he entered and (he) sat next to the president, “he said.
