Ambassador, what does Joe Biden’s presence in our country mean? This is not the first time that an American president has come to Peru for a special event such as APEC.
Indeed, I think Biden’s presence at APEC is excellent news; it is very positive. In November we will have the presidents of the two main economies in the world, the United States and China, in Peru, and I think that is something to be happy about.
And how will your presence be reflected in the negotiations? Will we have a closer relationship with the United States? Will that also be reflected in the negotiations?
I hope so. In fact, Peru’s relationship with the United States is good, fortunately, and not just now, but for several years now. We have broad coincidences on many issues; among others, we are democratic regimes, we believe in the free market and many other things in common. What there has been, however, is a significant absence of American investment capital in Peru for several years now. I hope that this visit will serve to allow not only President Biden, but also those who accompany him, to see up close what opportunities Peru offers and that, in this way, American companies can be encouraged to invest.

What could be more attractive about our country for the United States?
One of the great deficits that exists in Peru is infrastructure projects. I believe that there are enormously important opportunities there. Another important sector is mining. A third sector is industry, especially now that we are important global exporters. I believe that an injection of capital from the United States in these areas would be very positive. Furthermore, I believe that this visit will be enormously positive so that President Biden and his companions can see up close how important Chinese investments are, which are of great concern to the Americans, and I hope that seeing them in person will help them realize that American investments are also needed.
And what role should the Peruvian authorities play to make this possible?
The role is to involve the Peruvian productive sector, to involve Peruvian businessmen in such a way that there can be contact with them, because the relationship with the United States, although there is an important political level, must be taken into account that North American companies are totally independent of the Government and decide for themselves when to invest. I believe, however, that the Government can be a good channel of information for these companies and I hope that the North American Government can be willing to collaborate with it in this regard.
