The general manager of Petroperu, Hugo Chavez Arevaloadmitted that Fermín Silva Cayatopa, a chotano by birth and owner of the La Luz clinic, previously interviewed him and that he was later the link that led him to appear before the president peter castle in Government Palace.
In dialogue with WillaxTV, Chávez Arévalo explained that he was summoned by a person he called “huaracino”, whom he did not identify, to have a preliminary interview as a candidate to assume the management of Petroperú.
“I was summoned by a Huaracino, who told me that they were interviewing a person who knows the sector. So if I get to the Luz Clinic, I don’t want to lie”, he mentioned.

“He asks me questions: Why is crude oil not bought in Arab countries and always in Ecuador? Why is there talk at the Talara refinery that it is overpriced? and the third is, do we want to know how to lower the price of bottled gas? I quickly realized that he was a knowledgeable person”, detailed the current manager of Petroperú.
According to Hugo Chávez, the interview took place “in the first days of September” on the “fourth or sixth” floor of the La Luz clinic, a place where Pedro Castillo went on different occasions since he was a candidate for the Presidency.
Later, Chávez reported that “huaracino” called him to announce that the head of state was waiting for him at the Government Palace for a meeting. An appointment that Fermín Silva also attended, he added.
“One day he calls me at around 6 in the afternoon. He calls me the Huaracino friend, I can’t say his name. He calls me and tells me: ‘You have an appointment at 11:00 pm at the Palace.’ I am surprised. He tells me: ‘We have sent your power point to the president and he is interested, he wants to meet you’ ”counted.
During the meeting with Castillo Terrones, the general manager pointed out that he explained the issues that were discussed at the La Luz clinic with Fermín Silva and that is where he proposed to be the general manager of Petroperú.
“He tells me: ‘Many economists have come to see me and I have been impressed by their presentation [que le entregó a Fermín Silva]. I would like you to explain it to me, very slowly, slowly. Explain to me those 3 points that he put in his exhibition’Chavez said.
As it is recalled, Hugo Chávez is involved in the Petroperú case. The authorities are investigating alleged irregularities in the tender for the purchase of biodiesel between this State entity and the company Heaven Petroleum Operators.
According to the tax thesis, on October 18, 2021, Karelim López, Samir Abudayeh and Petroperú officials met so that Abudayeh’s company would be the winner of the diesel fuel bidding process.
