He Public Ministry accuses the former director of the National Institute of Transit and Land Transportation (Intrant), Hugo Beras Goico Ramírez, of using RD$1,200,000,000.00 from the National Institute of Civil Aviation (Idac), to finance the company Transcore Latam SRL in the project to modernize the traffic light system of Greater Santo Domingo.
He is pointed out as the promoter of the financial contribution mechanism with funds coming from another institution of the company Transcore Latam SRL, accused of fraudulently winning the tender that was made for the modernization of the traffic light system of Greater Santo Domingo.
The information is contained in the arrest warrant issued against the defendants in the Camaleón case by Judge Fátima Scarlette Veloz Suárez, of the Tenth Investigative Court of the National District.
Said data, according to the prosecuting body, is contained in a report of a special investigation that it carried out into the Intrant bidding process, on August 30, 2024, through the Anti-Fraud Unit of the Comptroller General of the Republic.

The aforementioned report indicates that Hugo Beras prepared to manage the necessary funds for financial support through the Administrative Ministry of the Presidency, assigning him RD$1,200,000,000.00 from the National Institute of Civil Aviation (Idac).
“It was verified that by instructions from Mr. Hugo Beras Goico Ramírez, all administrative actions were initiated at the Intrant headquarters for the execution of the contracting process; Hugo Beras Goico Ramírez and Mr. Francisco Álvarez Carbuccia, committed the budget of the institution, as was done for this purpose, since the payment of 20% of the advance was made with the institution’s own funds; The specifications were not prepared by the corresponding Department,” the report states.
