The management of Israel Huaytari, as president of the Chamber of Deputies, will be remembered as the “most disastrous, terrible and subservient to the Executive” in the history of this parliamentary body. His Evista colleagues and the opposition blocs describe the 2023-2024 administration as a “resounding and true failure” with a total absence of leadership that only deepened the institutional crisis to which the Legislature is subjected. This was reflected in constant physical and verbal attacks, to the point that Huaytari himself was slapped.
The legislators consulted by EL DEBER about the presidency of the northern Potosí deputy formed a black bouquet with all the negative facts to bury his management.
They cited everything from the total non-compliance with the debate regulations, the “protection of auto extensions” that curtailed the powers of Parliament, the “submission” to the Executive that only sought to approve loans, to the allegations of corruption that involved him in alleged acts of extortion. and the purchase of vehicles seized from smuggling. All of these events led to violent acts in the middle of the chamber.
“There was no capacity to generate dialogue, to build consensus, to build bridges,” said deputy Enrique Urquidi (CC), but he also saw that Huaytari, together with his Arcista and Evista colleagues, focused all year on their partisan fight and in the protection of self-extended magistrates.
For deputy Erwin Bazán of Creo, Huaytari’s management was “absolutely mediocre, anodyne to say the least,” whose actions annulled the independence of the Legislature. “As there are deputies that the Government has not been able to buy, Luis Arce’s strategy is to politically and legally annul the actions of the Legislative Assembly,” said Bazán, adding that all this led to physical attacks between parliamentarians.
Between February and July of this year, at least four times, in full sessions, the deputies, both men and women, hit each other, pulled them, kicked them, punched them, slapped them, and even groped each other, turning the chamber into a battlefield because They could not agree on crucial issues. One of them was the extension of the magistrates that the arcistas defend tooth and nail.
Evistas and arcistas also fought over the bill that annulled the primaries. And if these came to blows, it is unnecessary to mention the thick epithets that were fired between them.
For deputy Marcelo Pedrazas, one of the main causes of Huaytari’s “bad” management is the breakup of the MAS and its internal fights, which were a priority before dealing with projects ordered by the opposition. “The MAS struggle has not allowed us to recover the institutionality of Deputies and the inconsequential decisions of Mr. Huaytari who have not touched on vitally important issues. “All because of their political struggle.”
For the Evista deputy, Patricio Mendoza (MAS), Huaytari’s management was “terrible and servile to Arce” because the only thing that the Potosí legislator sought in all sessions was to approve the million-dollar credits for the Executive. “It was a terrible management without results and the institutionality of the Assembly was not respected, because of its culture our image is in tatters.”
Huaytari’s last task as president is to present his management report for 2023 – 2024.
