Huancavelica: Four observations in school work in San Antonio de Cusicancha

The Institutional Control Body (OCI) of the Provincial Municipality of Huaytará sent a report to the mayor of the district commune of San Antonio de Cusicancha, Emiliano Yauricasa. The document details 4 observations to the work: “Rehabilitation of the School Local “Manuel Gonzales Prada” with Local Code No. 184481 of Sacsaquero, district of San Antonio de Cusicancha, province of Huaytará” that must be considered.

They observe school rehabilitation work.

OBSERVATIONS IN SCHOOL REHABILITATION WORK

According to the Concurrent Control Milestone Report No. 021-2022-OCI/2930-SCC, the Controller’s representatives found four adverse situations.

The first of them was that the contractor did not carry out work as indicated in the technical file of the work. According to OCI, this creates the risk that the payment for work not executed will be recognized to the company, as well as affecting the fulfillment of the physical goals and quality of the work.

Another observation was that the reception committee does not specify in the act of reception of the work on the verification of the functioning of the furniture and equipment, generating the risk of not fulfilling its purpose.

Likewise, the guarantee of faithful compliance that is about to expire could leave the municipality unprotected against possible breaches of contractual obligations by the contractor company.

Finally, the municipality would not be ensuring the timely registration of information in the Public Works Information System (INFObras). This would be a risk for timely control by the Comptroller’s Office, limiting the citizen’s exercise of the right to access public information.

The report was sent to the mayor through official letter No. 0652-2022/MPH-OCI.

The mayor must order the development of a corrective and preventive action plan, which must be sent to OCI.
