The retiree or pensioner of the National Institute of Social Security (INSS) affected by undue discounts by associations may suspend the withdrawal of money. The whole process can be done digitally, through the app my INSS or by website of the same name.
This Wednesday (23), the Federal Police (PF) and the Comptroller General of the Union (CGU) triggered the Operation without discount, that investigates unauthorized discounts on INSS pensions and civil society organizations. Between 2019 and 2024, these entities discounted R $ 6.3 billion of INSS policyholders, but the amount of this amount that stems from illegal discounts was not disclosed.
After the operation, the government suspended all technical cooperation agreements that allowed monthly withdrawals by civil society organizations. Even so, it is recommended that the insured delete the discount.
Through agreements with the INSS, the insured could have discounted a monthly fee for entities that represent retirees and pensioners in exchange for benefits such as funeral, dental and psychological aids; Vacation colonies, gym and legal advice. However, there were complaints of unauthorized withdrawals. According to PF and CGU, the scheme began in 2016, intensified in 2019 and gained strength in 2022, when a normative instruction simplified the closure of agreements.
Consultation
Before requesting the suspension of the discount, the retiree or pensioner should consult the INSS statement to find out if they suffered an unauthorized withdrawal. The document lists all withdrawals, both payroll and associative tuition. Any unknown movement, different value than usual or new benefits should be investigated.
Upon entering the app or my INSS website, the insured must follow the following steps:
- Access the application or website my INSS
- Login with CPF and password from gov.br
- On the homepage, click “Benefit Extract”
- Then click on the benefit number
- The extract will appear, where the value of the benefit and the discounts will appear
- Check all discounts on associative monthly fees (example below)
Complaint
The INSS recommends opening a complaint to the agency’s ombudsman by phone 135 or my INSS website or application. The insured can also look for the platform Fala.brof the CGU, which unifies the ombudsman of various federal agencies.
The retired or pensioner should also register an occurrence in the Consumer portal. This is because the undue discounts may be suspended and even have the contract with the INSS terminated if the volume of complaints and sanctions is large.
In finding any unauthorized associative discounts, the retired or pensioner must request the exclusion of the withdrawal.
THE website And the app from my INSS offer the “delete associative tuition”. To get there, the user must follow the following steps:
- Enter my INSS (site gov.br/meuinsss or mobile application)
- Login with CPF and password from gov.br
- Go to “services” in “more accessed”
- Click the “New Order” button
- Type in the search field “Delete Monthly”
- Click on the name of unauthorized service/benefit
- Read the text that appears on the screen and follow the instructions
Tuition blockade
The user may also suspend discounts. Unlike exclusion, monthly blockade allows the retiree or pensioner to resume withdrawal in the future. The steps to follow are as follows:
- Enter my INSS (site gov.br/meuinsss or mobile application)
- Login through the CPF and the password of gov.br
- In the homepage search field, enter “Request a monthly tuition block or unlocking”
- Click on the name of the service or benefit in the list that appears
- Read the text that appears on the screen and follow the instructions
Reimbursement
Previous procedures block new discounts, but the return of money withdrawn without authorization is more complicated. First, the retired or pensioner should call 0800 of the entity (association, union or confederation). The number appears in the pale.
In addition to asking the money from the entity, the insured can send an email to agreement.mensality@inss.gov.br in which informs the improper withdrawal. In this case, the INSS contains the entity and will check if there are documents that have authorized the discount on sheet. Otherwise, the agency will determine the return of values.
