The update of the UMA is given considering the National Consumer Price Index (INPC), and thus be able to have a value according to the evolution of prices in the country.
The Inegi defines the UMA as the unit of account, index, base, measure or economic reference in pesos to determine the amount of payment of the obligations and assumptions provided for in federal and state laws, as well as in the legal provisions that emanate from all of the above.
In 2016, The UMA was created to replace the use of the minimum wage as a unit of measurement to determine fines, payments and economic sanctions. So that increases in the minimum wage do not impact the calculation of these payments, this unit was created that measures them independently.
The calculation of the value of the UMA is a task that corresponds to Inegi and is based on article 26, section B, penultimate paragraph of the Political Constitution of the United Mexican States; in the Second Transitory Article of the Decree by which various provisions of the Political Constitution of the United Mexican States are reformed and added regarding deindexation of the minimum wage, and article 23 section XX Bis of the Internal Regulations of the Inegi.
