Housing will reduce interest rate for cooperative members who pay on date

As explained by the Minister of Housing, Irene Moreira, yesterday Friday, on the occasion of the second 2022 draw for the construction of works for cooperatives, the loan rate will decrease from 5.16 to 2% per year and will benefit good payers. The measure will be retroactive to March 1, 2020. During the day, 455 slots for construction were raffled and 489 cooperatives comprising 1,390 homes participated.

Moreira was accompanied in the draw, held in the Nelly Goitiño del Sodre room, by the undersecretary of the Ministry of Housing and Territorial Planning (MVOT), Tabaré Hackenbruch; the Director of Housing, Jorge Ceretta; the head of the National Housing Agency, Klaus Mill, and members of the candidate cooperatives.

In her speech, the Secretary of State said that the cooperative program is one of the most important managed by the ministry. “Through cooperatives, not only are the dreams of families built, but also community and citizenship are built, promoting personal and collective values ​​for a healthy coexistence and an inclusive and equitable society,” she reflected. She added that 50% of the National Housing Fund is earmarked for this program. “We fulfilled what we announced last December regarding the 2022 draws and we will continue in 2023 with the double draw,” she stressed.

good payer

Regarding the announced good payer rate, he clarified that it already existed, but now the interest that was charged is reduced from 5.16 to 2%, retroactive to 2020. It may be a fee reduction and cooperative members with up to 3 years will be considered. fees to pay. In 2023, a commission formed to analyze this issue will carry out a cooperative-by-cooperative survey, he added.

Moreira assured that the portfolio accelerated the deed processes of the cooperatives, increased their monthly number to 64. “Year by year we are increasing the rate of response,” he emphasized. He added that from March 2020 to December 2022, 138 cooperatives completed the process.

In addition, he assured that the ministry maintained the programs established in previous administrations and added two new proposals with the Plan Avanzar and Sueños en Obra, including in the latter 37 projects with 1,825 homes that are starting construction, of which more than 74% correspond to the inside the country.

On the other hand, he reported that in this period work was done on the partial release of withholdings so that works can be resumed and completed. In this sense, he highlighted that there are 11 cooperatives that have signed regularizations, for which there are 418 homes that will be completed shortly.

Moreira said that there are 54 cooperatives whose projects were completed in 2022, equivalent to 1,785 homes, and that 174 are under construction, equivalent to 5,733 homes. “With these numbers we can say that it is a better performance than the one of the past five years,” he said.

Characteristics of the second annual draw

The quota to finance for the year 2022 is 1,500 homes according to ministerial resolutions 964/2021 and 156/2022.

Two annual draws are established with a quota of 750 homes for each instance. Likewise, direct awards according to ministerial resolution 828/2022, of October 25, 2022, which includes 295 homes, must be deducted from the corresponding quota of December 2022 of 750 homes.

The remaining quota of 455 homes is raffled as follows:

45 mutual aid cooperatives, with a total of 1,277 homes, for which quotas for 418 homes are raffled.

4 savings and loan cooperatives, with a total of 113 homes, for which quotas for 37 homes are raffled.

In total, 455 slots are raffled for the construction of homes. 489 cooperatives that comprise 1,390 homes participate.

The MVOT allocates more than 120 million dollars for the cooperative program.
