House approves a project that typifies illegal exercise of the veterinarian

The House of Representatives approved on Tuesday (9) the bill (PL) 7323/2014 which includes in the Penal Code the crime of illegal exercise of the profession of veterinarian among the hypotheses of crime. The penalty for those who illegally practice the profession will be of detention, from six months to two years. If the crime is committed with the end of profit, a fine will also be applied. The project also determines that if the crime results in injury or death of an animal, the agent will also respond for the crime of animal abuse, provided for in Environmental Crimes Law (Law No. 9,605 of 1998), with detention sentence, from three months to one year, and a fine. When it comes to dog or cat, the penalty will be imprisoned, two to five years and a fine.

In addition, the proposal also says that the illegal practice will be framed as a crime even if the agent practices the profession during the suspension period or after the cancellation of the qualification or professional registration.

Urgencies

At Tuesday’s session, the deputies also approved the urgent regime for seven proposals. With this, projects can be voted directly in the plenary, without passing before the commissions of the House.

The urgency was approved for the following proposals:

• PL 226/24 of the Senate, which defines new criteria for the decree of pre -trial detention and the conversion of the arrest in the act to preventive;

• PL 2056/25, by Deputy Pastor Henrique Vieira (PSOL-RJ), which proposes to transform immovable property of illicit origin, located in slums and peripheries, into spaces intended for social, cultural, sports, sports activities in these vulnerable territories;

• PL 4392/25, by Deputy Camila Jara (PT-MS), which amends the Pantanal Statute to predict, among other points, the creation of the Compensation Program of the Legal Reserve of Biome and areas of the Alto Paraguay Basin;

• PL 2829/25, of the Federal Court of Audit (TCU), which amends the career structure of the servers and creates compensation of 25% of the remuneration for server with trust function, without incidence of income tax;

• PL 4225/23, of Deputies Alex Manente (Citizenship-SP), Any Ortiz (Citizenship-RS) and Amom Mandel (Citizenship-AM), which frames the Hyperactivity Deficit Disorder (ADHD) disorder as disability and guarantees their bearers rights such as adapted resources and priority care in health;

• PL 3050/20, by Deputy Gilberto Abramo (Republicans-MG), which includes in the Civil Code the right of digital inheritance, to transmit to the heirs all the contents, accounts and digital archives of the author of the inheritance;

• PL 4488/23, by Deputy Maria do Rosário (PT-RS), which establishes the National Policy for the Siltation of Rivers through the recomposition of riparian forests and the control of erosion.
