Highlights in the Huancavelica Health Network: Highlights do not meet the requirement and CAS personnel not registered in AIRHSP

After the Comptroller’s report that questions the appointment of the new head of Human Resources of the Health Network (RS) of Huancavelica, the director of said institution, Hardy Esplana, accepted an interview with the newspaper Correo, in which he reported on why he made the change of official and revealed several irregularities that occurred before his administration.

Likewise, the director, together with Julián Ccanto (RS administrator), affirmed that the appointment was in accordance with the law.

COMPTROLLER SEND REPORT ON HUMAN RESOURCES CHIEF

Through the Official Orientation Report No. 001-2022-OCI/833-SOO, the Comptroller warns that the appointment of the Systems engineer, Evans Jean Santa Cruz Chamorro, as head of Human Resources of the RS of Huancavelica, is an adverse situation that may affect the institution.

This is due to the fact that, in the Manual of Organizations and Functions (MOF) of the RS, they contemplate the profession of administration and related, and that systems engineering is not within those of “related”.

Given this, the Comptroller recommends the director to adopt preventive and corrective measures.

DIRECTOR OF THE HEALTH NETWORK REPORTS IRREGULARITIES

To answer about the Comptroller’s report, Esplana first argued the reasons for the change of head of Human Resources.

“Upon my arrival, the problems, the bottleneck, were in the Human Resources Office. We saw a poor distribution of personnel within the health establishments that did not meet the category, and also the existence of dormant technical files in the Technical Secretariat,” said the director.

He added: “We saw that 44 workers with an ordinary CAS contract were not registered in the AIRHSP (Computer Application for the Centralized Registry of Payroll and Data of Public Sector Human Resources) in 2021, which generates a human resource gap for this year. Also, the highlights, previously, were not assumed by the Health Network, but by DIRESA, and to which we found observations in their background, since personnel who had only been appointed for 3 years, were highlighted despite the fact that the rule requires a minimum of 5 years ”.

“The AIRHSP allows the government to have a budget for the worker’s position and even for the bonuses that were given to personnel last year, and since they were not registered, it generated that the current administration (which began in November last year) manage the budget to solve the problem”, explained Ccanto.

“Because of the above, the change was necessary. Now, engineer Evans was chosen because he managed well when he was also the head of Human Resources at the Pampas hospital and because someone from outside the Health Network was needed, ”said Esplana.

He added: “With the guidance of Legal Counsel and Administration, Directorial Resolution No. 00001-2022/GOB.REG-HVCA/DIRESA-RSHVCA was issued to modify the profile of the head of Human Resources, and now it can be assumed by an administrator, an accountant, an economist, an industrial engineer or a systems engineer. After this resolution, engineer Evans is appointed as head of Human Resources”.

Esplana affirmed that the engineer contributed in unblocking the dormant files, also in regularizing the distribution of the personnel and in referring the case of the 44 workers to the Technical Secretariat for the corresponding sanctions.
