Who is Hector Javier Villarreal Hernandez?

He is a Mexican politician born in Matamoros, Tamaulipas. From 2008 to 2010 he was Coahuila’s Finance Secretary and, from June 2010 to 2011, he became head of the State Tax Administration Service. He held both positions during the PRI governor’s six-year term, Humberto Moreira.

He resigned in August 2011, after it was reported that Coahuila accumulated a public debt of 35 billion pesos, the largest in the history of the federative entity and it was considered that Villarreal was one of the architects of that debt, known as “moreirazo”. . It was later revealed that part of that money would have been used in PRI political campaigns.

Known as “the operator of Moreira”, in October 2011 he was arrested by the State Attorney General’s Office accused of using false decrees that authorized the contracting of a long-term state debt to obtain bank loans for 3,000 million pesos. However, after posting bail, he continued the criminal proceedings at large and later fled.
