The commissioner Hector Moreira Rodríguez He died this Sunday, January 19, 2024, the regulator of hydrocarbon exploration and production activities reported in his X account.

Moreira Rodríguez served within the regulator’s governing body from April 2016 to December 2024.

The only commissioner who served the term of the last six-year term and was not appointed by the last administration, enjoys the recognition of multiple actors in the energy sector for his extensive academic career and public service.

In the academic field, he was academic vice-rector of the Technological Institute of Higher Studies of Monterrey (ITESM) and researcher associate from Arizona State University.

Héctor Moreira Rodríguez has a Bachelor’s degree in Chemical Sciences and Chemical Engineering from the Instituto Tecnológico de Estudios Superiores de Monterrey and a Doctorate from Georgetown University in Washington, DC. In addition, he has a Diploma in University Administration from the University of Warwick.

In the government of Mexico, he was Undersecretary of Energy Planning and Technological Development of the Ministry of Energy, Sener, (2003-2004), responsible for designing, evaluating and proposing strategies for the national energy policy, as well as the formulation of guidelines, programs and actions to promote scientific research.

He was also Undersecretary of Hydrocarbons of the Sener (2004 to 2006), as well as coordinator of the preparation of draft laws and legislative decrees for the regulatory framework of the energy sector.

Subsequently, he held the position of professional advisor on the Board of Directors of Pemex (2009-2015), being responsible for supporting the Board in the Audit and Performance Evaluation and Remuneration Committees, as well as coordinating the Strategy Committee. and investments. In the same period, he was a professional advisor on the Board of Directors of PEP (Pemex Exploration and Production).

Héctor Moreira Rodríguez was also an advisor to the Mexican Petroleum Instituteof the Institute of Electrical Research, of the Center for Economic Research and Teaching, and author of several publications on planning in the energy sector, among which his contributions to the understanding of the policy around natural gas and the hydrocarbon reserves that the country has.
