This week three parties of the coalition of Government: the liberals, conservatives and the ‘U’presented their proposals to the health reform project filed by the Executive, headed by Carolina Corcho, the Minister of Health and Social Protection.
The initiative of the parties is an important bet, because if it is not taken into account in the construction of the paper that will begin to be debated in Congress, they will present it as a counter Reformationas they already did Radical Change and Democratic Center partieseither. If the latter happens, the Corcho project would be left without enough votes to pass the discussions in the Legislative.
(Gestarsalud responds to proposals from liberals, conservatives and the ‘U’).
This is, according to analysts, the sign that “there is a great possibility” that the changes proposed by the parties Liberal, Conservative and of the ‘U’ reach the text that will face objections from congressmen.
There are 110 articles that ask to change, this of the 152 that have the Government project. The most important of the changes is that the parties ask that the EPS not end.
they would be called “Health and Life Management Entities (Egvis)” and they may be public, private and mixed in nature.
(This is how the marches against the health reform in the country take place).
They are going to have new functions, like that “They will be in charge of intelligently and non-delegable managing the health risks and the shared financial risk of the affiliated population.”.
But in that project they will not manage the health money and vertical integration will not be allowed “at the levels of medium and high complexity, except for a situation certified by the Ministry of Health and Social Protection of insufficient supply of providers or health services that affect the guarantee of continuity of the fundamental right to health for the population”. With this, they will not be able to contract among themselves.
(Petro’s favorability continues to fall: 40% disapprove of his management).
Another point is primary health care, the member parties of the coalition propose that they be maintained, in addition to strengthening health prevention.
In the initiative of the liberals, conservatives and the ‘U’, “a state-owned system” is not proposed, which was one of the things that the health unions saw as problematic. Much more because in the Government’s project the new EPS, which has private and public capital, has a class role in the reception of patients from liquidated EPS, as well as in the management of Primary Care Centers.
The foregoing leads to the fact that the parties take away such a leading role from the New EPS.
A new article is that “Maternity leave will be granted to all women in the country, regardless of their ability to pay, as long as they have attended all the prenatal check-ups”.
(“Hopefully the contribution of the private sector to health will not be lost”).
As for the Adres, which is another fundamental actor in the project proposed by Minister Corcho, the parties propose that it be the one that “It will have what is necessary to generate analysis on health spending in the system and its agents, current and projected for the future. Based on this, it will generate recommendations for public policy and sustainability of the financing of the System.”.
How do the unions see it?
Gestarsaludone of the unions that has objected to the health reform and that brings together 11 Health Promotion Entities (EPS)“is hopeful and optimistic that the project that the coalition parties have presented, as well as other proposals from opposition parties and users, can be accumulated and take into account the best of each one”.
From this association, some of the points proposed by the parties stand out, among them: the intention of “maintain individual insurance, which materializes a right for the patient; the principle of free choice of EPS, so important for users, is rescued; emphasis is placed on primary health care and public hospitals are strengthened”.
(Drugstores, at risk of dissolution due to the health reform?).
Acemi, another of the fundamental unions in the debate, still have no considerations regarding the proposals of liberals, conservatives and the ‘U’.
From Colombia patientsa union that is leading the marches against the reform and that also presented a bill, number 341, also welcomes what is proposed by the parties, because “a reform must be made thinking of solving the needs of citizens and not of some economic groups”.
