The presidents of the seven commissions of the House of Representatives They agreed on Monday that the health reform will be processed as an ordinary law and not statutory, so the debate will begin in the coming weeks in Commission VII of that corporation.
This occurred after a meeting that was called by the president of the Chamber, David Racero, to resolve the conflict of powers regarding this initiative that was filed on Monday of last week by the government of President Gustavo Petro in the Congress

The meeting was attended by six of the seven presidents of the commissions of the Camerasince Commission I, arguing that the law has a statutory nature, claimed the powers to start the discussion, but the Government and the presidents of the Congress They insisted that it is an ordinary law, so the process should begin in Commission VII.
After this meeting, which took place in the presidency of the House of Representatives, and which was attended by the Ministers of the Interior, Alfonso Prada, and of Health, Carolina Cork, It was agreed that the articles that have a statutory nature will be eliminated at the time of preparing the paper.

Why are there doubts about the process?
Some sectors of the Congress, as well as renowned jurists, agree that the project should be discussed as statutory because it touches on the fundamental right to health. If so, the first debates must be made in the first commissions, in charge of those issues, and the approval is more complex, since the approval of the majority of the members of the corporation where it is being discussed is required.
“There are more than enough elements to determine” that “it will have to be processed as a statutory law (…) in order to avoid future constitutional defects, which would jeopardize the guarantee of the fundamental right to health of the inhabitants of the national territory”, argued 25 congressmen in a letter sent to the presidents of the Legislature.

But the same president Gustavo Petro He has said that they are not making a mistake with the procedure they chose: “Law 100 is an ordinary law and what we have presented is a reform of the Law 100. The statutory health law already exists and we do not want to reform it”.
“This ordinary law is inspired by the statutory law, the quote, but it is not a modification of the statutory. It is a law that reorganizes aspects of service provision, system structure. It is an ordinary law with all the clarity because that was consulted enough”, said, for her part, the cork minister last week in an interview with Caracol Radio.
