The executive director of the National Institute for the Protection of Consumer Rights (Pro Consumer), Eddy Alcántara, argued that the recidivism of inmates to fall behind bars demonstrates “serious weaknesses” in the country’s New Penitentiary Model.
He indicated that the statistics offered by some former penitentiary officials of the past government, who say that 95 percent of those deprived of liberty manage to reintegrate into society, are not true.
“These are statistical data totally divorced from the reality that we live in the Dominican Republic,” he added.
