Harvey Colchado announces his candidacy for Congress: "I'm going to evaluate which party I could do it with."

Harvey Colchadoretired colonel of the Peruvian National Police (PNP) and former head of the Diviac, announced his intention to run for the Congress in the elections 2026. The former officer stated that he has decided to enter politics to combat corruption “from the State itself,” after years of facing criminal organizations from the police front.

“I want and I am going to run for Congress because I see that there is corruption in Congress. There is the mother of the lamb and that is why I have decided to run and what I am going to do now is evaluate which party I could do it with,” he declared via RPP.

Colchado also harshly criticized Parliament, accusing it of passing “pro-crime laws” and protecting particular interests. He questioned political interference in institutions such as the Constitutional Court and the National Board of Justice, and pointed out that Peru needs to “clean up politics to clean up justice.”

The former head of Divac became known for leading emblematic operations, including the raid on the home of President Dina Boluarte in March 2024, within the framework of the Rolex case. Days later, the colonel denounced political pressure and ended up being retired, which was interpreted as retaliation for fulfilling his duty.

Harvey Colchado presented a document to José Jerí to repeal pro-crime laws

The retired colonel presented a technical document to José Jerí in which he requests the repeal of several regulations of the Congress of the Republic that he calls “pro-crime laws”, considering that these hinder the investigations of the National Police of Peru and the Public Ministry against networks of corruption and organized crime.

According to Colchado, these laws—among them the elimination of preliminary detention in cases of flagrancy, the redefinition of “criminal organization,” and the curtailment of the powers of the Public Ministry—weaken the institutional tools to combat serious crimes. In addition, he announced that he will publish the votes of all the parliamentarians who supported these regulations so that citizens know “who legislates against the country.”

The former head of the High Complexity Crime Investigation Division warns that as long as these provisions remain in force, the State “will not be able to confront crime effectively.” With this argument, he also demands the replacement of senior police officers who, according to him, have not guaranteed the operation of the security institutions.
