The federal government will publish a provisional measure to guarantee this year’s crop plan, a program that supports the agricultural sector and offers lines of credit, incentives and agricultural policies to farmers, the Minister of Finance, Fernando Haddad, announced this Friday afternoon -Ross (21), in São Paulo. The measure was taken after a conversation between Haddad, President Luiz Inacio Lula da Silva and the President of the Federal Court of Audit (TCU), Vital do Rêgo.
“The president asked for an immediate solution to the problem. The fact is that, as it does not have the budget approved effectively, this puts problems in budget execution, which could compromise the progress of the crop plan. But by virtue of a determination of the President of the Republic, we are issuing a provisional measure to open extraordinary credit to meet the lines of credit of the Safra Plan, ”said Haddad.
“The President of the Republic said that, due to the pace that things are, we cannot wait for the budget to be approved. And the Minister of the Court of Auditors made it clear that, effectively, without this solution that was found, there would be no possibility of execution of the crop plan, ”explained the minister.
According to Haddad, this credit, although extraordinary, will not hurt the tax framework. “Despite being an extraordinary credit, the government is announcing that it will be within the limits of the tax framework. Therefore, it is as if it have been approved within the budget with the limits of the tax framework. Regrettably Congress has not yet enjoyed the budget, ”the minister told journalists in Sao Paulo.
“The solution is an extraordinary credit in the amount necessary so that there is no discontinuity of the credit lines around R $ 4 billion. And this amount is within the rules of the tax framework, despite being an extraordinary credit in the terms provided for by the Federal Constitution, ”he said.
Provisional measure
The provisional measure must be published in the Official Gazette Until next Monday (24), the minister guaranteed. “Therefore, next week the lines of credit will be normalized, even without the approval of the budget. It will be done as extraordinary credit, ”he said.
Credit lines for major producers were suspended by the National Treasury because the budget has not yet been approved by Congress. In the morning, the Ministry of Finance released a note stating that it was sending a letter to the Federal Court of Audit “in search of technical and legal support to immediately resume the lines of credit” of the crop plan.
Earlier, in an interview with ICL Notícias, Haddad had complained about Congress’s delay in approving the government’s budget, which was preventing the Payments of the Plan Safra 2024/2025 – The largest rural credit program in the country.
This afternoon, the Minister of Finance again claimed to make the Congress take the budget as soon as possible. “It is important to consider parliamentarians, especially the president of Congress, who is important to approve the budget because we are already ending February and, for the sake of budget execution and so that there is no other problems in other programs of the Government, that the budget is approved ”.
