THE Minister of Finance, Fernando Haddad, stated this Monday (8) that there is “firmity” on the part of the president of the Chamber of Deputies, Hugo Motta (Republicanos-PB), to vote this Tuesday (9) on the project that tightens the rules against so-called persistent debtorstaxpayers who repeatedly and intentionally fail to pay taxes.
The statement was given after a meeting lasting around four hours at the official residence of the Presidency of the Chamber.
Authored by former Senate President Rodrigo Pacheco (PSD-MG) and defended by the economic team, the project has already been approved by senators and returned to the Chamber’s agenda. In September, Haddad had defended the urgency of the measure, stating that the project is essential to close loopholes that allow recurring tax fraud.
“The tentative dates are: tomorrow the persistent debtor and, on Wednesday, the PLP [Projeto de Lei Complementar] 108/2024, which closes the tax reform. But this will still be defined with the leaders”, said Haddad.
IBS management committee
The second item that the government is working to vote on this week is the PLP 108/2024, which creates the Goods and Services Tax Management Committee (IBS), a central piece of the implementation of the tax reform approved last year. The minister said he had also received a positive signal from Motta for this vote.
THE proposal consolidates operational rules for the new tax, which will replace state and municipal taxes, whose implementation depends on coordination between the Union, states and city halls.
Cut of tax benefits
In addition to the two priority projects, Haddad called for the advancement of PLP 128/2025, which reduces tax benefits and has an estimated impact of R$19.76 billion on public accounts in 2026. According to him, the vote needs to take place this week so that there is time for analysis in the Senate before the Budget is approved.
“The commitment was made way back when. The economic team needs this project so that the Budget has consistency”, he stated.
The minister highlighted that the budget must respect the goals defined in the Budget Guidelines Law (LDO)approved by Congress last week.
Earlier, Hugo Motta announced deputy Aguinaldo Ribeiro (PP-PB) as the text’s rapporteur.
2026 Budget
Haddad stated that the meeting with the president of the Chamber aimed to organize the final stretch of the legislative year and allow the vote, next week, on the 2026 Annual Budget Bill (PLOA).
To achieve this, said the minister, it is necessary to advance measures that affect revenue and expenses.
“These are details, but important details”, he summarized.
The government works to close the Budget with fiscal space compatible with fiscal targets.
At the same time, it seeks to reinforce federal cash by cutting waivers and adopting measures against tax default.
