The Qali Warma case is one of the most serious recent scandals within the government of Dina Boluarte. The first incidents occurred in Puno and Cajamarca, where students presented symptoms such as abdominal pain, respiratory distress and limb numbness. The journalistic investigations revealed that behind these cases there was a corruption scheme that hid the poor state of food distributed to schoolchildren. The Frigoinca company, provider of Qali Warma, would have made payments to officials of the Regional Health Directorate of Puno to cover up the unhealthiness of its products. Evidence such as chat messages and electronic devices exposed how food samples were manipulated before quality analysis. The most questioned product was the ‘Don Simón’ preserves line, whose ingredients would have generated health problems in students, thus compromising the food security of thousands of families.
One of the key testimonies in the investigation was that of Noemí Alvarado, former representative of the company’s sales, who confessed that the beef distributed by Frigoinca was adulterated with horse meat and sent to different regions of the country.
