The history of complaints against Guido Bellido
Since before arriving at the PCM, Guido Bellido was involved in accusations that called him homophobic and sexist due to his expressions on social networks. One of these dates from April 3, 2020 when he referred to the measure adopted during the mandatory quarantine in which men and women had a specific day to take to the streets during the COVID-19 pandemic.
“Tomorrow you can go out normal. If they want to stop you, tell them I identify myself as a woman and point aside, some NGOs will defend you, ”she wrote.
In the same way, he attacked homosexual people by referring to them in a derogatory way: “The revolution doesn’t need ‘hairdressers’ and ‘work will make them men.’ The ‘new man’ cannot be a ‘faggot’. ‘Socialist society cannot allow this kind of degeneration.’ Words of our Cuban commander and leader Fidel Castro in 1963 when referring to homosexuality,” he posted on his Facebook account.

On another occasion, he also exposed his degree of sexism by sharing the reasons why a man committed suicide. “The woman is so destructive and ruthless when it comes to mixing her grudges and selfishness. I don’t see any lesbian or gay organizing a mobilization. If things continue as they are, the violence will become more accentuated every day, ”she wrote, placing the responsibility for the death on the wife.
The then president of Minister council, apologized for his sexist expressions made years before his appointment, and referred to the policies of his cabinet regarding the rights of the country’s citizens.
“I must say that our Government will emphasize strongly promoting respect for women’s rights in social, educational, labor and family aspects,” he declared on that occasion in the Chamber of Congress when he went to request the vote of confidence to end of August 2021.

“Serve this space to recognize and extend my apologies for any comments you have made in this regard. As a human being, this is an opportunity for reflection and improvement, and for compromises. As a manager and public employee, I express my absolute commitment to work for all Peruvians”, he added.
However, a short time later, the congresswoman from Avanza País and third vice-president of Parliament, Patricia Chirinos publicly denounced having received a sexist expression from Bellido Ugarte. According to the parliamentarian, the event would have occurred during the days in which the Board of Directors of the Preparatory Board was installed, when Chirinos asked her the office where his father, the late former Congressman Enrique Chirinos Soto, worked.
“Please, I would like you to help me and give me this office that has belonged to my father, I have many feelings towards that office. Please help me”, he would have requested. Patricia Chirinos to the then prime minister.

“And Bellido told me ‘What do you care about that, go get married’, and I said, excuse me? I have been single, married, divorced and now I am a widow and she told me: ‘So now all that’s left is for them to rape you.’ He told me directly,” he told RPP.
Although, the congresswoman narrated that congressmen Jaime Quito, from Peru Libre; Enrique Wong, from Podemos Peru; José Jerí, from Somos Perú; and “others”, she defended herself against the verbal aggression. “Nobody said anything, I was the only one who defended myself and of course I know how to do it and very well,” she added.
Days after the shock of this complaint, Bellido, still in charge of the PCM, he expressed again a phrase of macho court in a cable channel, in the same sense of those who try to weaken the complaints about sexual harassment or violence.

When asked about the complaints, Bellido said: “The only recommendation to all our sisters or to any partner is that one Before you get into that you have to think. She has a father, a son, a brother”.
“So if I were a woman, I say, ‘What if my son was told that? What would happen if my father was told that for some reason? Or what would happen to my husband?’” she added.
Although hours later, via Twitter, Bellido apologized, assuring that he had referred to cases in which “someone is unfairly blamed”, at another point in the interview he did specifically address Chirinos’s complaint: “Perhaps the congresswoman has imagined it, she has been thinking something else, what do I know, but I do not understand how he could accuse me.”
