#GuestColumn | Plan B: a Casio for a Rolex?

The problem with the electoral reform promoted by Andrés Manuel López Obrador himself, which did not achieve the necessary consensus to be constitutional and which has had to lead to modifications to secondary laws -a plan b-, is serious. It is because the Executive, which had a greater ambition in scope, is not even comfortable, nor is it evidently the National Electoral Institute (INE) itself, which has been entrusted with the unfortunate task of proposing the way in which it wants to tear itself apart. same.

This haste denotes a certain degree of improvisation and is also a boldness that puts a presidential election at risk. How big must the INE be in order for it to fulfill its functions and the expense to do so is not judged onerous? The resolution was made to dwarf it before having the proper diagnosis. The fine line was crossed between diminishing and waning.

In a transitory, the tenth, the General Council of the INE is ordered to identify “the measures, administrative adaptations and the cost that the organic restructuring of the Institute will imply for compliance with the provisions established in this Decree, and will plan its execution”, what I would have to do in less than three months.

The foregoing can be read in the draft that proposes to reform three legal systems, including the General Law of Electoral Institutions and Procedures, and that the legislators of Morena will seek approval as soon as the work of the second period of ordinary sessions of the second year of exercise begins. of the LXV Legislature in the Senate, which will take place this first of February.

Among the implications of the proposed reforms is that the National Electoral Professional Service (SPEN) would be reduced to just 15.4% of what it is now. In other words, it would go from 2,571 posts and posts to only 396. Electoral reengineering or breaking up an institution to make it useless?

One more element is the temporary contracts that the new regulations would force. Among the workers of the INE it is known, there is talk in the corridors that nobody wants to move to places like the 8th district of Guerrero, based in Ayutla de los Libres, or the 12th district of Michoacán, based in Apatzingán de la Constitución, for the high levels of violence and insecurity suffered in those areas. The question is whether the required profiles will want to undertake this adventure now in worse circumstances, in perishable working conditions.
