Naturally, there are already struggles between the presidential candidates in their fight for the candidacy. The healthy freedom for each one to develop these efforts is opposed to the need for them to coordinate in their daily performance. Electoral competition has been prioritised–since 24 months before–over the exercise of government. Whoever acts as part of the complex administrative machinery whose purpose is to address the country’s problems can also be a staunch rival, whoever stands between the candidate and the presidential chair.

But the disagreements between secretaries of state, the head of government of Mexico City, senators and national leaders will not be Morena’s only concern in the days to come. The electoral victories in the governorships have hidden a tense reality: the lack of control and recognized authorities in the states. Until what moment will this situation affect the party’s electoral performance?

The premises continue to be an area that is still little valued and examined. While the spotlight goes away with the activities of the presidential candidates, the fact that Morena has not managed to have order in its state leadership is neglected. The party that is about to celebrate in July eight years of having achieved the registration, has not been able to name more than one leadership in Baja California, Colima, Chiapas, Chihuahua, Durango, Guerrero, State of Mexico, Nayarit in all that time. , Oaxaca, Puebla, Quintana Roo, San Luis Potosí, Sinaloa, Tabasco, Tamaulipas, Tlaxcala and Yucatán, that is, in more than half of the entities in the country (17, 53%).

The difficulties have been so many that the figure of the “delegate acting as president” has been abused. In Aguascalientes, for example, those who have taken charge of the party in eight years have only been two delegates sent by the National Executive Committee, including Eulogio Monreal Ávila, brother of Senator Ricardo, and Zacatecas governor David, with the same surnames. In Morelos it was a Tabasco who was entrusted with trying to bring order, former senator César Raúl Ojeda Zubieta.

Jalisco is one of the cases with the most skirmishes. There, Morena has only had a first and only elected president, Humberto Ortiz García, in office officially since January 26, 2014. Upon his departure, the attempts to renew the leadership were so unsuccessful that provisional authorities were appointed from the center. (May 2016), serving as delegates Ernestina Godoy Ramos and Carlos Manuel Merino Campos. In February 2019, another delegate arrived, Hugo Rodríguez Díaz.

In a response to a request for information, signed by the representative of the National Elections Commission of Morena and dated April 2022, “the difficulties that this party has had to integrate state bodies are recognized, so that in some federal entities have not been integrated, consequently, acting delegates have not been appointed either.
