As the leader of the Pacific Cartel, the brothers Isidro and Jesús Gilberto Rivera have been identified. The presence of this criminal organization is concentrated mainly in Tuxtla Gutiérrez, San Cristóbal de las Casas, Chiapa de Corzo and Villaflores.

There is also an identified presence of the Mara Salvatrucha, led by Luis Alberto Ramírez known as “El Chino” or “El Chinon”, with a presence in Tapachula, Ciudad Hidalgo, Mapastepec, Metapa de Domínguez, Cacahoatán, Tulxtla Chico, Frontera Hidalgo, Arraiga and Palenque.
