President Luiz Inácio Lula da Silva created an inter-ministerial working group, which will be responsible for carrying out studies on the context and strategies and proposing policies for preventing and confronting violence in schools.
O presidential decree (11,469), which provides for the creation of the group, was published in Official Diary of the Union this Thursday (6).
The decree was published one day after the attack, committed by a man aged approximately 25, on a day care center in Blumenau (SC), which killed four children and injured three. The criminal surrendered to the police in the region.
The attack was the second in the country in just over a week. On March 27, teacher Elizabeth Tenreiro, 71, died after being stabbed at the Thomazia Montoro State School, in the Vila Sônia neighborhood of São Paulo. A 13-year-old teenager, responsible for the attack, has been apprehended.
Faced with the situation, Lula announced yesterday – as disclosed by the Minister of the Social Communication Secretariat of the Presidency, Paulo Pimenta – the creation of an inter-ministerial working group.
The coordination and executive secretariat will be the responsibility of the Ministry of Education. Representatives (and their alternates) from the Ministries of Communications, Health, Culture, Sports, Human Rights and Citizenship, Justice and Public Security, as well as the National Youth Secretariat of the General Secretariat of the Presidency of the Republic will participate in the group.
The meetings will take place, on an ordinary basis, monthly and, on an extraordinary basis, upon call by the coordinator. The meetings will be in the Federal District, and may be in person or by videoconference.
According to the decree, the final report will be sent to the ministers in charge of the bodies that make up the interministerial group within 180 days, “counting from the date of the first meeting, with the possibility of extension for a specified period, through an act of the minister of State of Education”.
“The Ministry of Justice and Public Security will establish a program to support the constitution and training of school patrols and similar bodies, within the scope of the state police and municipal guards”, adds the decree.
