Both requested leave from their positions in that party to seek the leadership of the party again for another four-year period, the first of three periods in which they can aspire to be re-elected, following the statutory reform approved on Sunday 7 by the Tricolor Assembly.
According to the reform to article 178 of the tricolor statute, the persons who occupy the presidency and the general secretary could extend their management for up to three periods of four years and also the authorization was given for those who currently occupy the positions (Moreno and Viggiano) to participate in this first internal process.
The statutory change also allows municipal committees and committees of territorial demarcations of Mexico City to have a duration of three years, with the possibility of being reelected for two consecutive periods, but in the case of these bodies to add up to a total of nine years.
Other changes made by the Assembly, in which Moreno and his group dominate, is that from now on the PRI leadership will be able to “appoint and remove the persons in charge of each of the coordinations of the parliamentary groups of the party in the chambers of the Congress of the Union and in the congresses of the federative entities.”
Groups opposed to the statutory reform and re-election challenged the case before the Electoral Tribunal of the Judicial Branch of the Federation (TEPJF), but the court has not yet resolved the matter.
The magistrate, Reyes Rodríguez Mondragón, proposed in a first draft of the ruling to order that the complainants first present their claims to the Party Justice Commission, which should resolve quickly. On Thursday, the magistrate changed his project –not yet voted on- to order that the PRI commission address the complaint before Monday 22, when the registration begins in the internal express process that the PRI is about to start.
