Government will release R$ 150 million to expand school rounds

The Minister of Justice and Public Security, Flávio Dino, announced the release of R$ 150 million to expand school patrols across the country, amid the wave of attacks on schools and day care centers. In the most recent tragedy, which took place this Wednesday morning (5), in Blumenau (SC), a man invaded the daycare Cantinho Bom Pastor, killing four children and injuring at least three others. The Santa Catarina Civil Police reported that the author of the attack was arrested after turning himself in at the police station in the region.

“The value initially is R$ 150 million, from the National Public Security Fund, [destinados a] states and municipalities that have the constitutional competence to carry out this ostensible patrol. The edicts should be published next week,” said Dino in an interview at the Planalto Palace, after meeting with the president and other ministers. The school rounds correspond to the ostensible policing carried out by the Military Police or Civil Guards at the doors and surroundings of schools and kindergartens, as a way of reinforcing public safety in these places, which concentrate a large number of children and adolescents.

Another measure of the folder is to intensify the monitoring of threats and planning on the internet for attacks on schools. According to Flávio Dino, 50 federal police officers will exclusively monitor this type of crime, from a center of the Integrated Operations Division (Diopi), linked to the Ministry’s National Public Security Secretariat (Senasp), in direct support to the state police. Until then, there were 10 police officers involved in this work.

On March 27, teacher Elizabeth Tenreiro, 71, died after being stabbed at the Thomazia Montoro State School, in the Vila Sônia neighborhood, in São Paulo. The teenager responsible for the attack has been apprehended.

Work group

A group of interministerial work it will also be created by decree of president Luiz Inácio Lula da Silva, under the coordination of the Ministry of Education. According to the portfolio holder, Camilo Santana, the group will also involve the ministries of Justice and Public Security, Health, Sports, Culture, Communications, Human Rights and the General Secretariat of the Presidency.

“This decree creating this working group [é para que] we can listen to the secretaries of education, mayors, specialists, and we can build policies to prevent violence in schools, which can guarantee not only prevention, but immediate and concrete actions”, said Santana. He said he got in touch with the governor from Santa Catarina, Jorginho Mello, providing solidarity and placing the structure of the federal government in the case.

With an initial duration of 90 days, the group must propose various measures, including the eventual publication of decrees and bills to combat these crimes. One focus could be internet regulation mechanisms, where hate groups that encourage this type of attack proliferate.

“In Brazil, we have had an intensification in recent years and then, obviously, as violence intensifies, it is necessary to expand public and private measures that deal with these tragedies, such as the terrible one, unfortunately, that we saw today in Blumenau”, highlighted Dino.

The Minister of Justice also defended the involvement of the media, private entities and civil society in a major national mobilization in favor of a culture of peace, which includes, for example, the adoption of protocols in cases like this, to avoid a excessive exposure of the perpetrators of this type of attack, who seek precisely the spotlight.

“We need government regulations, at the level of decrees, bills, but we also need the so-called self-regulation, protocols. I, particularly, think that a mega disclosure of exhibitions, letters, documents, emails and images ends up stimulating other people repeat this procedure, because it works as a kind of trigger”, he observed.

During an event with governors at the Planalto Palace, President Lula spoke again on the subject and even asked the presidents for a minute of silence in honor of the victims and their families.

“There are no words to console the family, those who have lost a relative know that there are no words. But it was important for us to stand up and do a minute of silence, in honor of the families of these children who were victims of this barbarity”, said the president .
