The National Council of Public-Private Partnerships (CNAPP), through resolution 01-2022, declared of public interest the private initiative for the implementation of the “National Vehicle Technical Inspection Program” for the implementation of a network of centers to inspect that vehicles vehicles transit through the country do so in adequate conditions.
The initiative presented to the General Directorate of Public-Private Partnerships (DGAPP) by the private agent Consorcio Inteve, represented in the country by the commercial company Castillo Holding Company, falls under Law 63-17 of Mobility, Transport Land, Traffic and Road Safety and attends to the recommendations of the National Institute of Traffic and Transport Terrestrial (Intrant).
The executive director of the DGAPP, Sigmund Freund, stated that this is a project of great importance for the country, since it will come to regulate the conditions in which vehicles engine, forcing its owners to maintain it in optimal condition to ensure road safety.
“The law of Transport ordered that the country must have an inspection regime to control the conditions of the vehicles that circulate on public roads, reduce traffic accidents caused by poor tire conditions, lack of brakes and others. Also, this initiative comes to reduce carbon emissions and promote the renewal of the vehicle fleet for greater efficiency in traffic”, explained Freund.
He stressed that “all the vehicles will need to be inspected, starting with the vehicles of the State to send a message of confidence and security”. He added that the studies have shown the feasibility of implementing this program under a PPP, since the State grants the authorizations and concessions so that the companies can install the inspection centers and the private agent is responsible for the capital investment required by the program. .
In the implementation of this initiative, the creation of a network of specific facilities is projected to carry out vehicle technical inspections of a private and centralized nature, according to the geographical segmentation determined by the data of the National Registry of Vehicles. From this declaration of public interest, the DGAPP must coordinate with the Intrant to prepare the specifications, the draft of the PPP contract and all the necessary documentation for the competitive process.
