The federal government is willing to change the legislation for local governments to buy foods that are no longer exported to the United States to compose school meals, said Finance Minister Fernando Haddad. He met this Friday (1st) with the governor of Ceará, Elmano de Freitas, who presented the suggestion that the northeastern state buys fish and fruits, affected by the 50% tariff.
“The governor [Elmano] It presented a broader plan, not only for school meals. He presented a broader plan. These purchases would be made by the state executive, but depend on a federal law, a federal authorization. He is sending the suggestion of writing, we will sue, ”said Haddad on the way out of the Ministry of Finance.
Earlier, the Minister of Institutional Relations, Gleisi Hoffmann, said the government is open to buying food from sectors affected by tariffs and distributing them to public schools, reinforcing school lunch or food acquisition program (PAA). The measure would be part of the contingency plan under discussion in the government.
The change in legislation, which may occur through provisional measure or bill, is necessary because it would require changes in government purchasing regulation. Instead of following the traditional logic, with electronic trading for the lowest price, with a margin preferably for national products and quota of at least 30% for family farming products (in the case of PAA), purchases would benefit exporters.
