Government signs security commitment after joint work with regional governments and municipalities

This morning the President of the Republic, gabriel boric signed a transversal commitment for security, work that was carried out jointly with the Ministry of the Interior, the regional governments and representatives of the country’s municipal associations. The plan contemplates giving powers to these institutions in matters of crime prevention and control, as well as the prevention of these.

The proposals are grouped around the main axes: prevention and victims; control; persecution and sanction; institutionality; and policemen. Meanwhile, regional governments will focus their functions on crime prevention, and the protection and support of victims. Municipalities, on the other hand, will see their constitutional organic law modified, strengthening their preventive role.

In detail, the agreement signed by the aforementioned authorities with respect to regional governments (GORE) proposes giving powers to their holders to draw up and design prevention plans and policies: power that modifies law ° 19,175.

Also, regional governments will be able to participate in coordination instances and the creation of collaboration agreements between the Ministry of the Interior and the GOREs will be encouraged to design regional investment projects in crime prevention matters.

For their part, the municipalities will have the power to incorporate security criteria into the urban and territorial planning instruments. In addition, it will be sought that these institutions can strengthen community security plans taking into account the protection of victims and gender perspective.

As for municipal security inspectors, they may participate in verifying compliance with precautionary and protection measures, retain people caught in flagrante crimes and make them available to the police; and receive complaints and coordinate security actions with the authorities. Likewise, the aggressions they suffer will be taken as an aggravated crime.

All of the above is subject to legislative modifications that the Executive intends to present in the coming months.

The plan included the work of the Executive, the Association of Regional Governors of Chile, (Agorechi), and the 3 municipal associations: the Chilean Association of Municipalities, AChM; the Association of Municipalities of Chile, AMUCh; and the Association of Rural Municipalities, AMUR.

In this regard, President Gabriel Boric pointed out that the agreement “reflects the commitment of the government that is enriched by those who are present, with decentralization. The key is that it responds to the needs of each territory. In this, governors and mayors are essential” .

“We are talking about organized crime and today we are talking about the organized state to fight crime in all its dimensions. Make no mistake about criminals: they are not the only ones who organize. Those of us who were elected are here to recover security and public spaces,” added the President.

Likewise, the Head of State stressed the importance of focusing on the victims, in the words of the President they do not usually have specialized attention after suffering violent crimes. And he added that “I am not only thinking of the civilian victims, but also of Carabineros like Retamal, or Salazar.”
