The National Civil Service Office (ONSC) signed an agreement with Microsoft for the development of digital skills for public officials. The agreement contemplates construction of curricula, data management and communication, among others. The director of the ONSC, Conrado Ramos; the general manager of Microsoft’s Andean South region, Jaime Galviz, and the manager of Microsoft Uruguay, Alejandro Pazos.
Conrado Ramos indicated that in Uruguay there is no framework of digital skills and that when surveys are carried out on the analytical capacities of state officials, it is observed that they are very limited, despite a vast administrative capacity.
The chief added that officials, on average, require training to analyze and systematize data, make prospective reports, planning and simulation models. Also for handling Excel and inter-institutional work, for which he considered that progress should be made in the matter.
In relation to the educational level of the workforce, he stressed that there is a percentage that has not completed primary and secondary school and added that, for this reason, with the agreement he seeks the most massive training possible.
The agreement will allow officials of the Central Administration to access training coordinated by experts and an online learning platform that will function as an infrastructure for courses managed through the training and training space of the National School of Public Administration (ENAP), in order to to strengthen the administrative career.
For his part, Alejandro Pazos, manager of Microsoft Uruguay, said that there is a need to be trained and incorporated into technology, and even more so by members of the public service. He added that it is necessary to define how this support can be exercised so that people can learn more and do their job better.
