The effective application of the legal principle called economic-financial balance, restored during the president’s management Luis Rodolfo Abinader Coronamanaged to save the sum of 148 million 608 thousand pesos from the Dominican State, last year 2024.
Félix Santana García, Comptroller General of the Republic said that this result is derived from the technical analysis carried out by the Department of Engineering and Architecture, based on the price resolutions issued by the Ministry of Public Works and Communications (MOPC), Prior to the processing of the economic equilibrium addenda, by the thirteen (13) public institutions to which the Comptroller approved 198 procedures of proposals linked to infrastructure works, ascending to the sum of 3,984 million 257 thousand pesos , of a total of 4,132 million 866 thousand pesos requested.
He explained that this principle of economic-financial balance seeks to restore the original balance of the contract so that none of the parties suffers disproportionate losses or obtains unjustified benefits, in cases of emerging unforeseen events such as economic crises, price increases, among others.
Santana García said that this process not only represents considerable economic savings, but also reflects the government’s commitment to efficient and responsible management of public resources, ensuring the original economic and financial conditions of a public contract throughout its execution, in order to prevent contractual conflicts and guarantee the continuity and quality of the work.

This mechanism is regulated by decrees no. 637-21 and 722-22, and is based on Law no. 340-06 on public purchases and hiring, with its modifications of Law no. 449-06, and its application regulations no. 543-12. These regulations recognize the right of contractors to request justified contractual adjustments to restore economic-financial balance when necessary.
The institutions whose contracts were submitted to economic balance are the Unsecurse Executing Committee of Tourist Areas (CEIZTUR), the Corporation of Aqueducts and Sewers of Puerto Plata (Coraapplata), the corporation of the aqueduct and sewerage of Santiago (Coraasan), the Presidential Commission Provincial Development Support (CPADP) and the National Potable and Sewer Water Institute (Inapa).
Likewise, the Ministry of Defense (measures), the Ministry of Sports and Recreation (Miderec), the Ministry of Education (MINERD), the Ministry of Public Health and Social Assistance (Misas), the Ministry of Housing and Buildings (MIVED), The Ministry of Public Works and Communications (MOPC), the Program of Essential and Central Medicines of Logistics Support (PROMESE/CAL) and the Office for Transport Reordering (OPRET).
