The Ministry of Cities will be the only federal government department to have resources released, worth R$501.4 million, after the reduction in the volume of resources frozen in the 2025 Budgetaccording to details released this Friday (28) by the Ministry of Planning and Budget. The parliamentary amendments will be reinforced by R$149.3 million.
The release of resources is contained in a decree published in an extraordinary edition of the Official Gazette of the Union. This decree provides for a reduction from R$12.1 billion to R$7.7 billion of the total resources frozen in the Budgetreleased by the Ministries of Finance and Planning on the 21st.
In theory, the volume of resources released would correspond to R$4.4 billion. However, as the government has canceled R$3.84 billion in discretionary (non-mandatory) spending since September to cover mandatory spending, the total effectively released, when adding the parliamentary amendments and the budget from the Ministry of Cities, drops to R$650.7 million.
Blocks and contingencies
Currently, the 2025 Budget has R$4.4 billion blocked and R$3.3 billion has been contingency. The block is adopted when expected expenses exceed the limit imposed by the fiscal framework. Contingency is applied when there is revenue frustration and risk of non-compliance with the fiscal target.
In the case of the contingency, the value went from zero in September to R$3.3 billion in November because the National Treasury will have to cover the Correios deficit.
To meet the lower limit of the fiscal framework target, which foresees a primary deficit of R$31 billion, the government had to set aside R$3.3 billion.
