Government reaches salary agreement with federal environmental workers

The federal government announced this Monday (12) the signing of an agreement for salary adjustments and changes in the careers of employees of the Ministry of the Environment (MMA), the Brazilian Institute of the Environment and Renewable Natural Resources (Ibama) and the Chico Mendes Institute for Biodiversity Conservation (ICMBio).Government reaches salary agreement with federal environmental workers

The agreement was made within the scope of specific negotiation rounds conducted by the Ministry of Management and Innovation in Public Services (MGI) and covers the positions of the Environmental Specialist Career, the Special Career Plan of the MMA and Ibama (PECMA) and the Personnel Frameworks of the MMA, Ibama and ICMBio. This was the 30th agreement signed between the federal government and categories of public servants from different areas since last year.

According to the MGI report, the agreed restructuring will see the higher-level positions in the environmental specialist career path expand their pay scale, from 13 to 20 standards, with two standards at the end of the scale and five in the initial class.

There will also be a repositioning of the server two standards above the one currently occupied, starting in January 2025, in addition to the appreciation of the basic salary in the remuneration and an increase in the Qualification Bonus (GQ), the ministry reported.

The intermediate level positions in the Environmental Specialist career will have their pay scale expanded, from 15 to 20 standards, with two standards at the end of the table and three in the initial class, also with the repositioning of the server two standards above the one currently occupied, starting in January 2025, in addition to the appreciation of the basic salary and an increase in the Qualification Bonus (GQ).

The agreement signed today also provides for the creation of a working group, with the participation of the MGI and the MMA, to assess the classification of careers in the legal requirements for receiving compensation for civil servants working in border areas, in addition to the possibility of creating an additional salary for working in risk areas.

Divergence

In a statement, the National Association of Environmental Specialist Career Servers (Ascema) confirmed the agreement, which should put an end to the strike that began last month, but which was already partially suspended after decision of the Superior Court of Justice (STJ). For the entity, however, the agreement does not represent the will of the servers, who highlighted “disappointment” with the government.

“Regarding the intransigence demonstrated throughout the negotiations, the civil servants expressed, in a document sent to the MGI, dissatisfaction with the treatment received, criticizing the process as a whole and the lack of dialogue by the government. The environmental table was one of the first to be installed in 2023, that is, it took 11 months, as it was the 34th agreement signed”, informed the association.

“The agreement was made against the wishes of the civil servants. It is not about restructuring the career and PECMA, but rather about readjustment, in which the civil servants felt obliged to accept the proposal in order to avoid even greater losses. The strike must end, but the mobilization will continue. We have COP30 in 2025 and a lot of fighting ahead, with a calendar of actions to be drawn up in the coming days.”

Regarding compensation and salary replacement for days stopped during the strike, the MGI reported that it will approve what is agreed between the employees, the MMA and its autarchies and linked companies, such as Ibama, ICMBio and the Forestry Service.

By the end of the week, a new agreement on these points should be made, with the return of wages cut during the strike period.

Ascema Nacional also reported that it will urgently convene the council of entities to deliberate on the national exit from the strike and define the next steps for the civil servants’ movement.
