Government puts obstacles to Diviac officers to retire them

At the beginning of August, the Minister of the Interior, Juan Jose Santivañezannounced that nearly 800 police officers would retire as part of a series of reforms within the National Police. This would be about to take place in the next few weeks and those affected would be more than 20 officers from the High Complexity Crime Investigation Division (Diviac), who supported the Prosecutor’s Office in investigations against the brother and those close to President Dina Boluarte.

According to police sources, this group of officers had to complete a diploma in the PNP Graduate School (ESCPOGRA) no later than August 23, 2024. However, the closure has been postponed until September 2.

Police sources say that the Home Office is seeking to invite these police officers to retire before they finish their diploma. According to the PNP career law, one of the impediments to being removed from the police service is having completed a course at ESCPOGRA.

One of the injured parties would be the PNP Captain Junior Izquierdo, ‘Culebra’.

In the past, ‘Culebra’ was a friend of Minister Santiváñez. However, a few weeks ago, Izquierdo’s lawyer released a recording in which the Minister of the Interior can be heard asking his client for information related to Nicanor Boluarte and the search of Dina Boluarte’s home. ‘Culebra’ has also made chats and audios of his conversations with Santiváñez available to the Prosecutor’s Office.

Although the Executive has indicated that no reprisals are being taken against Diviac or its members, the facts indicate otherwise. First, Diviac would become dependent on Dirincri and would thus take away its powers to investigate corruption cases. It should not be forgotten that the Colonel PNP Harvey Colchado of the position.

Finally, on August 14, the General Inspectorate of Police began the administrative process to discharge Colchado and other police officers with disciplinary proceedings. Coincidentally, that same day, ESCPOGRA announced the postponement of the diploma course being taken by ‘Culebra’, another ‘enemy’ of Dina Boluarte’s Government.

PLEASE NOTE

-Other Diviac officers who would be discharged are PNP Captains Javier Acosta, Gianmarco Dueñas, Rafael Villón, Magno Villanueva, Dahel Espiritu and Alfredo Bahamonde, and PNP Lieutenant Roger Cruz.
